A few minutes later one message was sent in four different directions: 1st, to the Secretary of the Navy, Washington; 2nd, to the Vice-President of the Gun Club, Baltimore; 3rd, to the Honourable J.T. Maston, Long's Peak, Rocky Mountains; 4th, to the Sub-Director of the Cambridge Observatory, Massachusetts. It ran as follows:

Vicart, sub-director of the Police Department, was in an execrable humor. In all his long career such a thing had never happened before.
This contained three ordinary ship's chronometers. We had, in addition, six chronometer watches, which we wore continually, and which were compared throughout the whole winter. The meteorological instruments found a place in the kitchen the only place we had for them. By this time, however, an important dispatch was flying east, bearing four different addresses: To the Secretary of the U.S. Navy, Washington; To Colonel Joseph Wilcox, Vice-President pro tem., Baltimore Gun Club, Md; To J.T. Marston, Esq. Long's Peak, Grand County, Colorado; and To Professor Wenlock, Sub-Director of the Cambridge Observatory, Mass.
We had no house as yet for our outside instruments, but the sub-director went to work to prepare one as quickly as possible, and so nimble were his hands that when the depot party returned there was the finest instrument-screen standing ready on the hill, painted white so that it shone a long way off: The wind-vane was a work of art, constructed by our able engineer, Sundbeck.

To these acquired rights were added those of exiled families ruined by the Revolution. He trembled until the day when, becoming by mere chance sub-director, he saw himself secure of a retiring pension. This cursory view of matters will serve to explain Monsieur Thuillier's very limited scope and knowledge.
