U., once more climbed the steps of the Capitol to ask for another referendum. Once more the request was granted in the Senate by 29 to 15, in the House by 57 to 40 during the first two weeks of the session.
More consultation than that is generally possible and desirable. But the essential fact remains that a small number of heads present a choice to a large group. The abuses of the steering committee have led to various proposals such as the initiative, referendum and direct primary.

Already the Secretary of State of Oregon complains that the laws passed by initiative are so badly written as to be unintelligible and conflicting, to say nothing of bad spelling and grammar. In one instance, at least, an important statute, that for the initiative and referendum itself, adopted by initiative, failed of effect because it contained no clause beginning "Be it enacted," etc.
The Arizona constitution included the initiative, referendum, and recall of all elective officers, including judges. The New Mexico constitution contains a referendum clause, but the clause providing for initiative was rejected. They should announce the largest measure of Home Rule they will pledge themselves to pass. They should accompany this with a public promise to submit it to an immediate plebiscite or referendum of the whole Irish people on the plain issue "Yes" or "No." All they can ask of the Sinn Fein leaders is that they will leave the Irish people absolutely free to record their judgment.
