Recent events have made an examination of the doctrine of the Balance of Power a matter of some urgency. The Allies who won the war concluded a pact to preserve the peace, but in that pact they have not yet been able to include Germany or Russia or the United States, three Powers which are, potentially at any rate, among the greatest in the world.
For the self which takes charge of the instincts when we are thinking about lemons or distant acres is very different from the self which appears when we are thinking even potentially as the outraged head of a family. In one case the private feeling which enters into the opinion is tepid, in the other, red hot.
The larger natures in their maturity welcome motherhood, see in it the immense possibilities of racial fulfilment, and find joy and satisfaction in being the hand-maiden of so immense a purpose.
