We must pray that by the Bounty of God, Persia will be enabled to receive the material and mental civilization of the West, and by Divine Grace to give in return her spiritual light. The devoted energetic work of the united peoples, occidentals and orientals, will succeed in establishing this result, for the force of the Holy Spirit will aid them.

Still less was it the result of any lack of tenacity and idiosyncrasy of national feeling; on the contrary the Aramaeans defended their nationality with the weapons of intellect as well as with their blood against all the allurements of Greek civilization and all the coercive measures of eastern and western despots, and that with an obstinacy which no Indo- Germanic people has ever equalled, and which to us who are Occidentals seems to be sometimes more, sometimes less, than human.

It was practically an invitation to dissolve: an unheard-of audacity of that evil madman. The indignation ran high in the knot of deputies behind Jose Avellanos. Don Jose, lifting up his voice, cried out to them over the high back of his chair, "Sulaco has answered by sending to-day an army upon his flank. If all the other provinces show only half as much patriotism as we Occidentals "

The difficulty under consideration is due to two classes of facts. The first is that the people have long been taught that Occidentals desire to seize and possess their land. Although the more enlightened have long since abandoned this fear and suspicion, the people still suspect the stranger; they do not propose to admit foreigners to any leading position in the political life of the land. They do not implicitly trust the foreigners, even when taken into their employ. That foreigners should not be admitted to the inner circle of Japanese political life, therefore, is not strange. Nor is it unique to Japan. It is not done in any land except the United States. Secondly, the diverse methods of social intercourse characterizing the East and the West make a deep chasm between individuals of these civilizations on coming into social relations. The Oriental bows low, utters conventional "aisatsu" salutations, listens respectfully, withholds his own opinion, agrees with his vis-

Complaisant as had been the demeanour of Roman diplomacy towards Phraates while the Pontic and Armenian states still subsisted, willingly as both Lucullus and Pompeius had then conceded to him the possession of the regions beyond the Euphrates, the new neighbour now sternly took up his position by the side of the Arsacids; and Phraates, if the royal art of forgetting his own faults allowed him, might well recall now the warning words of Mithradates that the Parthian by his alliance with the Occidentals against the kingdoms of kindred race paved the way first for their destruction and then for his own.

A man of great gravity of countenance and of impressive port, he was popularly reputed to have a complete knowledge of the occult learning of the adepts of India, that nebulous and mysterious philosophy which irreducible to the laws of nature as recognized by Occidentals, is by them pronounced either magic and feared as such, or ridiculed and despised as pretentious mummery and deluding prestidigitation.

That Christians excel the others with whom I have come in contact, has been evident to me. But that even they are still very different from Occidentals in this respect, is also clear. Whatever be the affection lavished on the wife in the privacy of the home, she does not receive in public the constant evidence of special regard and high esteem which the Western wife expects as her right.

So contradictorily too; as thus: the Spanish friar shaves all but a rim round his head, which rim alone sundry North American aborigines determine to extirpate; John Chinaman nourishes exclusively a long cue, just on that same inch of crown-land which the P.P. sedulously keeps as bare as his palm: all the Orientals shave the head, and cherish the beard; all the Occidentals immolate the beard, and leave the honours of the head untouched.
