The poor Spaniards, who had started the great nationalistic revolt against Napoleon, and who had sacrificed the best blood of the country for their king, were punished severely when the Congress allowed His Majesty to return to his domains. This vicious creature, known as Ferdinand VII, had spent the last four years of his life as a prisoner of Napoleon.

The entire government revenues of the territory are in the neighborhood of six hundred million, but so widely scattered are the people, so sharp are their nationalistic differences, and so completely have they failed to build up anything like an effective league to protect their common interests, that skillful maneuvering on the part of American economic and political interests should meet with no effectual or thoroughgoing opposition.

On the other hand, there are some doctrines frequently associated with socialism, to which the proposed conception of democracy is wholly inimical; and it should be characterized not so much socialistic, as unscrupulously and loyally nationalistic. The "unification of Germany," in short, was an episode in the gradual expansion of the Prussian dynastic State, which had begun far away back in the thirteenth century. It assumed the air of a national movement, because Prussia cleverly availed herself of the prevailing nationalistic sentiment for her own ends.

This is no doubt one reason for the friendship between Japan and France. Another reason is that both are the champions of nationalistic capitalism, as against the international capitalism aimed at by Messrs. Morgan and Mr. Lloyd George, because France and Japan look to their armaments as the chief source of their income, while England and America look rather to their commerce and industry.
