One of the fundamental problems of education in and for a democratic society is set by the conflict of a nationalistic and a wider social aim. The earlier cosmopolitan and "humanitarian" conception suffered both from vagueness and from lack of definite organs of execution and agencies of administration.

Such of these views, however, as pointed in a democratic or nationalistic direction represented the expectations of the peoples, not the intentions of the crowned heads and diplomatists who met at the Austrian capital.

Ancient biographers, little concerned with Mendelian speculation, have not reported from what stock his family sprang. Scientific curiosity and nationalistic egotism have compelled modern biographers to become anthropologists.

In place of these rights the constitution of the Third Reich guarantees to the individual his place in the community of the people: The legal position of the individual member of the people forms an entirely new concept which is indispensable for the construction of a nationalistic order. The legal position of the individual is always related to the community and conditioned by duty.

The nationalistic ambitions of the Rumanians, of the Jugoslavs, of the Czechoslovaks, and of the Poles were aroused to such an extent that conflicts could hardly be avoided. Hungary, deprived of the rim of subject nationalities, looked forward to the first opportunity of reclaiming her sovereignty over them. The Ruthenians complained of Polish domination.

Hungary, moreover, had had her terrible moment of Bolshevism and had got over it, she had become nationalistic again and had reorganized her army on national lines. To any one of the new States surrounding her she would be a formidable enemy. Hungary, however, would stand little chance against three combined. So with great zest the new combination was formed.

The theory of compelling a nation to learn a certain language as if it were the only vehicle of the "Great Message of Christ" or of waiting until the people know the missionary's own language . . . is not Catholic. The Church of Christ is not a nationalistic Church. No one has to deny his race nor to give up his language to become or to remain Her faithful child.

Data are not altogether wanting, but there appear to be no general studies. That many men, in more than one army, have no clear knowledge of any cause for which they have fought, except as these causes are nationalistic is certain. That there is ignorance even among the men of our own army in regard to the causes and purposes of the war has been made evident.

Down to the middle of the nineteenth century these seditious stirrings remained sporadic, unco-ordinated outbursts of religious, regional, or tribal feeling, with no genuinely "Nationalistic" programme of action or ideal. But in the later sixties a real nationalist agitation appeared. Its birthplace was Syria.

In the red we see the social idea of the movement, in the white the nationalistic idea, and in the swastika the fight for the victory of Aryan man and at the same time for the victory of the idea of creative work, which in itself always was and always will be anti-Semitic.
