Troubles, like migratory birds, never travel alone. As heavier billows cling together and roll in rapid succession and in thundering force on the rock-built barriers of nature, so the waves of trial and misfortune break on frail humanity in crushing proximity.

I have, however, shot a young bird there which certainly could not have been long out of the nest. I have never seen the Cirl Bunting in any of the Islands, nor has it, as far as I know, been recorded from them, which seems rather surprising, as it is common on the South Coast of Devon, and migratory, but not numerous, on the North Coast of France; so it is very probable that it may yet occur.

In the glow of which retrospective admission I ask myself how I came, under my first flush, reflected in other pages, to fail of justice to so much proud domestic architecture in the very teeth moreover of the fact that I was for ever paying my compliments, in a wistful, wondering way, to the fine Palazzo Lanfranchi, occupied in 1822 by the migratory Byron, and whither Leigh Hunt, as commemorated in the latter's Autobiography, came out to join him in an odd journalistic scheme.

The cause of its decline up till now cannot be known to us; we can only say in our ignorance that this type, like innumerable others that have ceased to exist, has probably run its course and is dying out. Or it might be imagined that its system is undergoing some slow change, which tells on the migratory instinct, that it is becoming more a resident species in its winter home in Africa.

Now the males of some of the migratory species, especially of those which are accustomed to return to their breeding haunts early in the season, are called upon to face greater dangers and have a greater strain imposed upon their strength by starting forth upon their journey ten days or a fortnight before their prospective mates.

All three are good bills; and it matters not which one finally becomes a law. Whichever is put forward finally for passage should provide federal protection for all migratory birds that ever enter the United States, Alaska, or Porto Rico. Why favor the duck and leave the robin to its fate, or vice versa? It will be just as easy to do this task by wholes as by halves.

This treaty broadly covers the provisions of the Migratory Bird Law in this country, so if the Supreme Court declares the latter to be invalid the Government still stands committed to the principals of migratory bird-protection by virtue of the treaty.

To the effects of intercrossing in eliminating variations of all kinds, I shall have to recur; but it may be here remarked that most animals and plants keep to their proper homes, and do not needlessly wander about; we see this even with migratory birds, which almost always return to the same spot.

I am referring to the migratory labourers, of whom nearly 18,000 leave their homes in Ireland every year to work in the harvest fields of England and Scotland, that they may there secure a wage by which they are able to make both ends meet in a manner which the uneconomic nature of their holdings does not permit.

The difficulty in finding really qualified ministers must be met by fervent prayer, and by compulsion on the part of the Estates of Parliament. Stationary ministers are to receive less sustenance than the migratory Superintendents; the sons of the preachers must be educated, the daughters "honestly dowered." The payment is mainly in "bolls" of meal and malt.
