Clear-headed and moderate statesmen like Talleyrand recognized immediately after the Revolution that the substantial interests of a liberalized France in Europe were closely akin to those of Great Britain, and again and again in the nineteenth century this prophecy was justified.

For there was the learned president of the Geographical, with overhanging brows and slow and gentle speech; there was the foreign corresponding secretary of the Historical, a man better known as a diplomatist and an author, whose long years abroad had liberalized his mind without spoiling his open-hearted American manners.

It would serve no good purpose to push any farther the list of excellent objects to which the state governments might devote their liberated and liberalized energies. We need only add that they would then be capable, not merely of more efficient separate action, but also of far more profitable coöperation.

But it is not by these means alone that the house of Austria endeavours to shield its Bohemian subjects from the infection of liberalized opinions. I had intrusted to me, before leaving London, an English book, which I was to forward or deliver to a gentleman of rank in the country. He would not send for it by the hands of a common messenger.

This is nearly the amount of the total cost of the National Government, exclusive of the post office, before we entered the last war. At the two previous sessions of Congress legislation affecting veterans' relief was enacted and the law liberalized.

Miss Diane Merelda, as she told Adelle Clark, was the daughter of a wealthy Mexican whose acquaintance with Americans had so liberalized him that he preferred to educate his children in the States and in schools not under Catholic control.

For the present the best opportunity for the working out of such a liberalized Catholicism is to be found within the Church of England: and it is from the point of view of an English Churchman that the remainder of this book will be written. It is sometimes asked whether the sacraments of the Christian Church are two or more than two in number.

The 1-year reduction for businesses would be in the form of a liberalized investment tax credit increasing the rate to 12 percent for all businesses. This tax cut does not include the more fundamental reforms needed in our tax system. But it points us in the right direction allowing taxpayers rather than the Government to spend their pay.

If you wish to make a picture of the world as it will be when the war ends, you must conjure up such scenes as these human bones along the Russian highways where the great retreat took place and all that such a sight denotes; Poland literally starved; Serbia, blasted and burned and starved; Armenia butchered; the horrible tragedy of Gallipoli, where the best soldiers in the world were sacrificed to politicians' policies; Austria and Germany starved and whipped but liberalized perhaps no king in either country; Belgium belgiumized; northern France the same and worse; more productive Frenchmen killed in proportion to the population perhaps than any other country will have lost; Great Britain most of her best men gone or maimed; colossal debts; several Teutonic countries bankrupt; every atrocity conceivable committed somewhere a hell-swept great continent having endured more suffering in three years than in the preceding three hundred.

What history does show, however, is that when the times favour progress, religions are adapted to that progress by being reformed and liberalized. No human society once fairly on the march was ever turned back by a creed. Halted it may be, but if the progressive urge persists, the doctrinal barrier is either surmounted, undermined, flanked, or swept aside.
