A law has been lately passed by the legislature of Pennsylvania, taxing wholesale and retail dealers in merchandize, excepting those importers of foreign goods who vend the articles in the form in which they are imported. This act classes the citizens according to their annual amount of sales, and taxes them in the same proportion.

It was made by a friendly member of Parliament. "The President himself dealt with Germany. But in dealing with us he seems to have called in the lawyers of German importers and Chicago pork-packers. I miss the high Presidential courtesy that we had come to expect from Mr. Wilson." His business is to make calls on bankers and other financial men, to sell them securities.

The "decorators" deal, too, in "parquet floors," and flourish and increase in their kind in response, evidently, to the volume of demand for "upholstering" and "cabinet work." And the floors of this part of town must hold rich stores of Oriental rugs, as importers of these are frequent on our way. The higher civilisations turn, naturally, to refinements of religious thought.

The importers, if you remember, declared that the bill only became a law from the exact hour it was signed; the Government insists that it was a law from early morning of the day on which it was signed. Seventy-three importers have protested against paying duty for all day July 24th, because the bill was not signed until six minutes past four in the afternoon.

This may be an utterly ridiculous proposition, and perhaps the best proof that it cannot be true, is that England is one of the largest importers in the world. But India cannot live for Lancashire or any other country before she is able to live for herself. And she can live for herself only if she produces and is helped to produce everything for her requirements within her own borders.

The distresses which I have set forth in my former letters are now increased to such an alarming pitch by the imprudent measures of your Governor, and by the arbitrary and impolitic conduct pursued with the merchants and importers of grain, that the very existence of the Fort of Madras seems at stake, and that of the inhabitants of the settlement appears to have been totally overlooked: many thousands have died, and continue hourly to perish of famine, though the capacity of one of your youngest servants, with diligence and attention, by doing justice, and giving reasonable encouragement to the merchants, and by drawing the supplies of grain which the northern countries would have afforded, might have secured us against all those dreadful calamities.

While the duties on this small portion, representing only about 12 per cent of our imports, undoubtedly represent the difference between a fair degree of prosperity or marked depression to many of our industries and the difference between good pay and steady work or wide unemployment to many of our wage earners, it is impossible to conceive how other countries or our own importers could be greatly benefited if these duties are reduced.

For the fact that in the growth of their tree of knowledge the branches developed out of all proportion to the trunk is due to a practice of culture-grafting. From before the time when they began to leave records of their actions the Japanese have been a nation of importers, not of merchandise, but of ideas.

Moreover, he was himself reputed to be a born retriever of game, and remarkably sagacious. His importers called him a Spaniel a breed name which at one time was also applied to his relative the Newfoundland.

The chief aim of the law is to secure honest valuations of all dutiable merchandise and to make these valuations uniform at all our ports of entry. It had been made manifest by a Congressional investigation that a system of undervaluation had been long in use by certain classes of importers, resulting not only in a great loss of revenue, but in a most intolerable discrimination against honesty.
