But under procrastinating, improvident, ordinary husbandmen, who may neglect or let slip the few opportunities of sweetening and purifying their ground with perpetually renovated toil and undissipated attention, nothing, when tried to any extent, can be worse or more dangerous: the farm may be ruined, instead of having the soil enriched and sweetened by it.
To establish a democracy of husbandmen some of those laws which were observed in many ancient states are universally useful; as, for instance, on no account to permit any one to possess more than a certain quantity of land, or within a certain distance from the city. Formerly also, in some states, no one was allowed to sell their original lot of land.
This failing to fill the treasury he next destroyed agriculture by intolerable exactions; the husbandmen abandoned their fields and took to robbery as a trade, and whole tracts became depopulated, the survivors living in the utmost starvation and misery and being despoiled of all that they possessed. Muhammad exterminated whole tribes as if they had been vermin.
It is evident from what has been said, that there are as many different sorts of democracies and oligarchies as I have reckoned up: for, of necessity, either all ranks of the people which I have enumerated must have a share in the government, or some only, and others not; for when the husbandmen, and those only who possess moderate fortunes, have the supreme power, they will govern according to law; for as they must get their livings by their employs, they have but little leisure for public business: they will therefore establish proper laws, and never call public assemblies but when there is a necessity for them; and they will readily let every one partake with them in the administration of public affairs as soon as they possess that fortune which the law requires for their qualification: every one, therefore, who is qualified will have his share in the government: for to exclude any would be to make the government an oligarchy, and for all to have leisure to attend without they had a subsistence would be impossible: for these reasons, therefore, this government is a species of democracy.
To the nobility he committed the care of religion, the choice of magistrates, the teaching and dispensing of the laws, and interpretation and direction in all sacred matters; the whole city being, as it were, reduced to an exact equality, the nobles excelling the rest in honor, the husbandmen in profit, and the artifices in number.
"Yes, sir," replied M. Neckar; "50,000 livres will do well for the Treasury, from which I drew yesterday 150,000 livres, to be distributed among the same husbandmen whom it is your object to relieve, feeling assured that the Treasury could never suffer from an advance made on the credit of the humanity of Frenchmen." Siege of Cajeta.
It was from this breed of liberated husbandmen that France drew the soldiers who fought her battles and won her victories for the next five and twenty years.
For though the felons had been let out, when the doors were opened; the new prisoners were not by any means all apprentices. There were watermen, husbandmen, beggars, thieves, among them, attracted by the scent of plunder; and even some of the elder lads had no scruple in snatching the morsel from the younger ones.
And, as we said before, under such a constitution the same persons have too many callings they are husbandmen, tradesmen, warriors, all in one. Does that look well? Anything but well. There is another evil which is, perhaps, the greatest of all, and to which this State first begins to be liable. What evil?
I will send my beloved son; it may be they will reverence him. 14 But when the husbandmen saw him, they reasoned with one another, saying, This is the heir; let us kill him, that the inheritance may be ours. 15 And they cast him forth out of the vineyard, and killed him.
