After that the people appointed as King Tullus Hostilius, the grandson of that Hostilius who had made the noble stand against the Sabines at the foot of the citadel: the fathers confirmed the choice. He was not only unlike the preceding king, but even of a more warlike disposition than Romulus. Both his youth and strength, and, further, the renown of his grandfather, stimulated his ambition.

At first it was a single tribe or people distributed into distinct gentes or houses; after the Sabine war, a second tribe was added on terms of equality, and the state was dual, composed of two tribes, the Ramnes and the Tities or Quirites, and, afterward, in the time of Tullus Hostilius, were added the Lucertes or Luceres, making the division into three ruling tribes, each divided into one hundred houses or gentes.

Hence too we can understand why an ancient Roman law, attributed to King Tullus Hostilius, prescribed that, when incest had been committed, an expiatory sacrifice should be offered by the pontiffs in the grove of Diana. For we know that the crime of incest is commonly supposed to cause a dearth; hence it would be meet that atonement for the offence should be made to the goddess of fertility.

But preliminary arrest and complete execution of the sentence remained in such cases at least legally possible, and were still sometimes carried into effect even against persons of rank; for instance, Lucius Hostilius Tubulus, praetor of 612, who was capitally impeached for a heinous crime, was refused the privilege of exile, arrested, and executed.

The patrician house of the Marcii in Rome produced many men of distinction, and among the rest, Ancus Marcius, grandson to Numa by his daughter, and king after Tullus Hostilius. Of the same family were also Publius and Quintus Marcius, which two conveyed into the city the best and most abundant supply of water they have at Rome.

A letter was therefore written to Caius Hostilius, directing him not to delay taking hostages from that people; and Caius Terentius Varro was sent, with a command, to receive from him the hostages and convey them to Rome.
