Observe, as they get older, the influence which the fear of the ridicule of their companions has in deterring them even from speaking of religion, or seeming to be religious. Now the dread of ridicule, indeed, is natural enough; but why should religion inspire ridicule? What is there absurd in thinking of God? Why should we be ashamed of worshipping Him? It is unaccountable, but it is natural.
At this Marcion said to Philo: Philinus hath spoiled your whole provision by deterring guests from eating; but, if you desire it, I will be surety for you, that such variety is more easily digested than simple food, so that without fear or distrust they may feed heartily. Philo desired him to do so.
Whatever a soul needs, that it receives; and it receives nothing that is vindictive or harsh. The ideas of punishment on earth are hopelessly confused; we do not know whether we are revenging ourselves for wrongs done to us, or safeguarding society, or deterring would-be offenders, or trying to amend and uplift the criminal.
The facilities for bringing ideas before the public are so great, as to render any measure destined to curtail this publicity a mere matter of derision. But if these laws prove ineffectual they may yet exasperate the people, and that is precisely their most dangerous feature; they exasperate without deterring.
As I leave office I can report that our national defense is effectively deterring conflict today. Our Armed Forces are capable of carrying out the variety of missions assigned to them. Programs are underway which will assure we can deter war in the years ahead. But I also must warn that it will require a sustained effort over a period of years to maintain these capabilities.
The necessity of those laws, instead of deterring me from inquiring into their author, does but heighten my curiosity and admiration. Certainly, it required a hand equally artful and powerful to put in His work an order equally simple and teeming, constant and useful.
One cannot follow the progress of all the new ideas that are set afloat in the world. One cannot be always examining the foundations of one's political or religious beliefs. Repeated disappointments and disillusionments make a man expect less from changes the older he grows; and mere indolence adds its influence in deterring us from entering upon new enterprises.
For the infringement of other rights of a private character the law has provided civil remedies with which we are not at this moment concerned. Punishments, then, should be administered only as a necessary sequence to the breach of a criminal law, with the object of deterring the offender from repeating his offence.
