The Board cannot even proceed to an election until the Pastor Emeritus has examined the list and squelched such candidates as are not satisfactory to her. Whether the original first Board began as the personal property of Mrs. Eddy or not, it is foreseeable that in time, under this By-law, she would own it.
October was almost over before the busy, bustling Lawyer Ed had a chance to think of the promise he had made in the summer to Old Angus, and he called J. P. Thornton and Archie Blair and Roderick together into his office one bright morning to enquire what could be done about getting a local option by-law for Algonquin submitted on the next municipal election day.
It was the laughing-stock of the whole river. Everybody joked about the by-law requiring members to pay ten per cent. of their wages, every month, into the treasury for the support of the association, whereas all the members were outcast and tabooed, and no one would employ them.
"The last clause in that by-law is unfortunate," criticized Emma, when, in the privacy of their room that night, Grace went over with her friend the club rules as she had set them down. "I know what you mean." Grace gave an impatient sigh. "Still, as president of the club Miss Ward must be consulted about things.
That is, it does after we have read the rest of the By-law three or four times, wondering and admiring to see Mrs. Eddy Mrs. Eddy Mrs. Eddy, of all persons throwing away power! making a fair exchange doing a fair thing for once more, an almost generous thing!
She does not allow any objectionable pictures to be exhibited in the room where her book is sold, nor any indulgence in idle gossip there; and from the general look of that By-law I judge that a lightsome and improper person can be as uncomfortable in that place as he could be in heaven.
As in summer-time folks are fond of spending their evenings abroad, a municipal law has enforced quiet after ten o'clock. Thus precisely on the stroke of ten, alike cafe, garden, private summer-house or doorstep are deserted, everyone betakes himself indoors, leaving his neighbours to enjoy unbroken repose. A most salutary by-law!
All the men must be handsome, and husbands and wives must adore each other. No creatures old or fat or inclined to be disagreeable would dare come house-hunting here; or if they did come, surely some wise suburban by-law would rule them out! Once in, as residents, the happy lovers would remain forever young. "It's to be Riverside to-morrow, ain't it?"
"The ignorance of these fellows," said the man in grey tweed, swinging his chair round again towards me. "We ought to have a by-law to compel them to read the by-laws. I must start an agitation for it at once." Here he took out a little red notebook and wrote something in it, murmuring, "We need a new agitation anyway." Presently he shut the book up with a snap.
The By-laws might properly and reasonably be entitled Laws for the Coddling and Comforting of Our Mother's Petty Jealousies. The By-law named at the head of this paragraph reads its transgressor out of the Church if he shall carry a letter from Mrs. Eddy to the congregation and forget to read it or fail to read the whole of it.
