And be it further enacted, That it shall be the duty of the superintendents, agents, and sub-agents to endeavour to procure the arrest and trial of all Indians accused of committing any crime, offence, or misdemeanor, and all other persons who may have committed crimes or offences within any state or territory, and have fled into the Indian country, either by demanding the same of the chiefs of the proper tribe, or by such other means as the President may authorize; and the President may direct the military force of the United States to be employed in the apprehension of such Indians, and also in preventing or terminating hostilities between any of the Indian tribes.

"The whole division will be disgraced, and forgive me if I say a portion of the discredit will fall on you." "Help me to avert that shame then," cried Camille, eagerly. "Ah! that I will: but how?" "Take your pencil and write 'I authorize Colonel Dujardin to save the honor of the colonels of the second division." The general hesitated. He had never seen an order so worded.

But to enter myself as a competitor of others, or to authorize any one so to enter me, is what my word and honor forbid." Judge Stephen T. Logan, his late law partner, was nominated for the place, and heartily supported not only by Mr. Lincoln, but also by the Whigs of the district.

The proceedings begin by the devotees seating themselves in a circle and are said to terminate in an indiscriminate orgy. It is only fair to say that some Tantras inveigh against drunkenness and authorize only moderate drinking. In all cases it is essential that the wine, flesh, etc., should be formally dedicated to the goddess: without this preliminary indulgence in these pleasures is sinful.

"You're right, old boy," he said; "you always keep your head cool, you do and when I begin to talk too much I say, when I begin to pitch, I authorize you, and order you, and command you, to put away the rum-bottle." "Take my counsel, Altamont," Strong said, gravely, "and mind how you deal with that man. Don't make it too much his interest to get rid of you; or who knows what he may do?"

The President therefore recommended that Congress should "authorize the appointment of a commission to take proof of the amounts and the ownership of these several claims, on notice to the representative of her Majesty at Washington, and that authority be given for the settlement of these claims by the United States, so that the Government shall have the ownership of the private claims, as well as the responsible control of all the demands against Great Britain."

For the protection of a minority interest of stockholders it requires a two-thirds vote to change the classes of capital stock or their voting power, to change the corporate name or the nature of the business of the corporation, or to authorize a sale, lease, or exchange of its property or assets.

Whereas such acts and practices are contrary to the law of the land and the provisions of the act of Congress approved the 3d day of March, A.D. 1807, and are offenses against the peace and public tranquillity of the said Territory and the inhabitants thereof: Now, therefore, be it known that I, Andrew Jackson, President of the United States, by virtue of the power and authority vested in me in and by the said act of Congress, do issue this my proclamation, commanding and strictly enjoining all persons who have unlawfully entered upon, taken possession of, or made any settlement on the public lands in the said counties of Lafayette, Sevier, or Miller, or who may be in the unlawful occupation or possession of the same, or any part thereof, forthwith to depart and remove therefrom; and I do hereby command and require the marshal of the said Territory of Arkansas, or other officer or officers acting as such marshal, from and after the 15th day of April next to remove or cause to be removed all persons who may then unlawfully be upon, in possession of, or who may unlawfully occupy any of the public lands in the said counties of Lafayette, Sevier, or Miller, or who may be surveying or attempting to survey the same without any authority therefor from the Government of the United States; and to execute and carry into effect this proclamation I do hereby authorize the employment of such military force as may be necessary pursuant to the act of Congress aforesaid, and warn all offenders in the premises that they will be prosecuted and punished in such other way and manner as may be consistent with the provisions and requisitions of the law in such case made and provided.

Among the states which adopted the proposition of congress was New Jersey, in which the largest division of the army was stationed. Its legislature passed an act prohibiting the purchase of provisions within its jurisdiction by the staff of the continental line, under severe penalties; and refused to authorize its own agents to provide for any emergency however pressing.

I recommend that the Congress authorize the subscription by the Treasury of further capital to the Federal land banks to be retired as provided in the original act, or when funds are available, and that repayments of such capital be treated as a fund available for further subscriptions in the same manner.
