THE THIRD ITALIAN WAR OF LOUIS. The third Italian war of Louis began in 1507, and lasted eight years. It includes the history of the League of Cambray, and also of the anti-French League subsequently formed. France was barely saved from great calamities in consequence of foolish treaties, three in number, made at Blois in 1504.
The Riel movement in the province of Quebec had assumed formidable proportions, and the fatuous course of former Conservative allies, Dalton M'Carthy and the Mail newspaper, in raising an anti-French and anti-Catholic cry threatened disaster in Ontario.
At the same time the very able French ambassador at the Hague, D'Avaux, did his utmost to foment the divisions and factions in the Provinces. He always insisted that he was accredited to the States-General and not to the Prince of Orange, and carried on correspondence and intrigues with the party in Amsterdam opposed to the stadholder's anti-French policy.

This treaty, and the coming of the French minister, forced Washington to declare the United States neutral in the war. His proclamation of neutrality was resented by the Republicans, who now became sympathizers with France. The Federalists, who were strongest in the commercial states, became the anti-French or English party.
The anti-French party in Sweden was then predominant; and Dohna, the Swedish ambassador at the Hague, was ordered to go to London, there to further the efforts of the newly appointed Dutch envoy, John Meerman, for the formation of a coalition to check French aggrandisement. They had difficulties to overcome. The English were sore at the results of the peace of Breda.
