Final passage of the remaining portions of our Caribbean Basin Initiative, which passed the House last year, is one of this administration's top legislative priorities for 1983. The security and economic assistance policies of this administration in Latin America and elsewhere are based on realism and represent a critical investment in the future of the human race.

While not a direct attempt, therefore, to win more Republican Senators, this proved a very great tactical contribution to the cause. The Republicans were proud of their suffrage strength. They knew the Democrats were not. With the Congressional elections approaching the Republicans meant to do their part toward acquainting the country with the Administration's policy of vacillation and delay.

We would however need an even greater investment in strategic systems to meet the likely Soviet buildup without SALT. This Administration's systematic contributions to the necessary evolution of strategic doctrine began in 1977 when I commissioned a comprehensive net assessment. From that base a number of thorough investigations of specific topics continued.

Recently, I submitted to the Congress my Administration's recommendations for the phased liberalization of restrictions on geographic expansion by commercial banks. Last year the Administration and financial regulatory agencies proposed legislation to permit the interstate acquisition of failing depository institutions.

Evidence in each case must reconcile the difference of opinion. The Administration's position in the submarine issue with Germany, now that Congress had upheld the President, seemed to be that Germany's decree condemning armed merchantmen curtailed the liberty of Americans to travel on the high seas. The status quo had not been affected.

This amount, together with a supplemental request for FY 1981 of about $6 billion, will more than meet my Administration's pledge for a sustained growth of 3 percent in real expenditures, and provides for 5 percent in program growth in FY 1982 and beyond. The trends we mean to correct cannot be remedied overnight; we must be willing to see this program through.

The Administration's space policy reaffirmed the separation of military space systems and the open civil space program, and at the same time, provided new guidance on technology transfer between the civil and military programs. The civil space program centers on three basic tenets: First, our space policy will reflect a balanced strategy of applications, science, and technology development.

Issues with Great Britain interposed to engage the Administration's attention, in the brief intervals when Germany's behavior was not doing so, to the exclusion of all other international controversies produced by the war. In endeavoring to balance the scales between the contending belligerents, the United States had to weigh judicially the fact that their offenses differed greatly in degree.

Even to this day, after a lapse of ten years, the erstwhile inhabitants of the Yamkas recall that year, abounding in unhappy, foul, bloody events, which began with a series of trifling, small affrays, but terminated in the administration's, one fine day, taking and destroying completely the ancient, long-warmed nest of legalized prostitution, which nest it had itself created scattering its remains over the hospitals, jails and streets of the big city.

In one point the memorial differed curiously from the oration of a month before. The latter pointed to the suffrage as the mode of redress; the former distinctly hinted at and almost threatened secession even while it deplored a dissolution of the Union as a possible result of the administration's policy.
