The office into which Milton was now inducted is called in the Council books that of "Secretary for foreign tongues." Its duties were chiefly the translation of despatches from, and to, foreign governments. This tax-tenth, which the state levied from private landed property, is to be clearly distinguished from the proprietor's tenth, which it imposed on the domain-land. Comp, my Staatsrecht, iii. 730. The mode of proceeding was apparently as follows. The Roman government fixed in the first instance the kind and the amount of the tax.

Santa Anna's force numbered over sixteen hundred, and of these, 630 were killed, two hundred wounded, and 730 made prisoners. These facts furnish strong grounds for believing that the Manethonian chronology, which can be proved to be in many points incorrect, has placed the accession of the Ethiopians somewhat too late, and that that event occurred really as early as B.C. 725 or B.C. 730. At the same time, it must be allowed that all difficulty is not removed by this supposition.
A full and interesting exhibit of the operations of the Treasury Department is afforded by the report of the Secretary. It is taken from the drama Mâdhava and Mâlatî written about 730 A.D., but the incidents of the plot might happen in any native state to-day, if European supervision were removed. In it Mâdhava, a young Brahman, surprises a priest of the goddess Châmundâ who is about to immolate Mâlatî. He kills the priest and apparently the other characters consider his conduct natural and not sacrilegious.
From a total expenditure for national defense purposes in 1914 of $267,000,000, it naturally rose with the Great War, but receded again to $612,000,000 in 1924, when again it began to rise until during the current fiscal year the expenditures will reach to over $730,000,000, excluding all civilian services of those departments.
