In order to provide for a safe margin for under- estimates or for items left out of the budget, the Executive Department may include contingent items in the budget under the heading of Reserve Fund. The sum expended under the above provision shall be submitted to the House of Representatives at the next session for recognition. Art. 101.
I was curiously accurate in my accounts of time, and knew to half-an-hour what was spent on this pursuit or that. Here is an extract in evidence of this tendency: "Thursday, August 13, 1853. Subscriptions to the amount of $54,980 were paid in, and $22,721.53 distributed by the Trustees of the Riot Relief Fund, in sums from $50 to $1,000, each, through Isaac Bell, Treasurer, to 101 policemen, 16 militiamen, and 7 firemen. The balance was securely invested, to meet future emergencies, a portion of which was paid to sufferers by the Orange Riot of 1871.
