At Nantes, the revolutionary tribunals and military committees have, on the average, 100 persons a day guillotined, or shot, in all 1,971. In the city of Lyons the revolutionary committee admit 1,684, while Cadillot, one of Robespierre's correspondents, advises him of 6,000.

The dependencies, Isles de Los, Tasso, Kikonkeh, and British Sherbro, according to the census of 1881, add 6,684, a figure which experts would increase by 4,000. The total, therefore, in round numbers, would be nearly 65,000. At the last census only 163 were resident whites; the crews and passengers of ships in port added 108. On the whole the Leonite cannot be called a success.

In the little town of Orange alone 331 persons were guillotined. In the city of Arras 299 men and 93 women were guillotined. . . . In the city of Lyons alone the revolutionary commissioner admitted to 1,684 executions. . . . The total number of these murders has been put at 17,000, among whom were 1,200 women, of whom a number were octogenarians.

Three preliminary facts should not only be stated but emphasized before looking into details: First, that the public debt has been reduced since March 4, 1889, $259,074,200, and the annual interest charge $11,684,469; second, that there have been paid out for pensions during this Administration up to November 1, 1892, $432,564,178.70, an excess of $114,466,386.09 over the sum expended during the period from March 1, 1885, to March 1, 1889; and, third, that under the existing tariff up to December 1 about $93,000,000 of revenue which would have been collected upon imported sugars if the duty had been maintained has gone into the pockets of the people, and not into the public Treasury, as before.

In the first fifteen years following the Union she paid in taxes £78,000,000 as against £31,000,000 in the last fifteen years preceding the Union. After the amalgamation of the Exchequers in 1817 the case becomes clearer. In 1819-20, for instance, the revenue contributed by Ireland was £5,256,564, of which only £1,564,880 was spent in Ireland, leaving a tribute for Great Britain of £3,691,684.

Accordingly when Pompeius after discharging his soldiers resigned his consulship on the last day of 684, he retired for the time wholly from public affairs, and declared that he wished thenceforth to live a life of quiet leisure as a simple citizen.

Our American census of 1910 gives the number of men of militia age in New England as 1,458,900, and in the whole country 20,473,684. Promotion from the ranks, as we understand it, is practically unknown.
