In 1802, the numbers were 88,662; and in 1827, the fixed population had increased to 97,439; but there was a floating population, estimated at 43,684, which, with the inmates of the barracks and hospitals, stated at 8,600, made the total population at that period 149,723; and by adding the population of the suburbs, reckoned at 36,000, the whole amount of the inhabitants at the period of the census, in 1827, was 185,723; at the present time it is said to be, in round numbers, 200,000.

In these circumstances the contribution to the sinking fund for the current fiscal year was at once completed by the expenditure of $27,684,283.55 in the purchase of Government bonds not yet due bearing 4 and 41/2 per cent interest, the premium paid thereon averaging about 24 per cent for the former and 8 per cent for the latter.

The policy of applying this surplus to the redemption of the interest-bearing securities of the United States was thought to be preferable to that of depositing it without interest in selected national banks. There have been redeemed since the date last mentioned of interest-bearing securities $259,079,350, resulting in a reduction of the annual interest charge of $11,684,675.

The world is seen to be full of Powers that make for weal or for woe a conception that contains the germ of all the later development but is at first nebulous. +684+. Three preliminary facts should not only be stated but emphasized before looking into details: First, that the public debt has been reduced since March 4, 1889, $259,074,200, and the annual interest charge $11,684,469; second, that there have been paid out for pensions during this Administration up to November 1, 1892, $432,564,178.70, an excess of $114,466,386.09 over the sum expended during the period from March 1, 1885, to March 1, 1889; and, third, that under the existing tariff up to December 1 about $93,000,000 of revenue which would have been collected upon imported sugars if the duty had been maintained has gone into the pockets of the people, and not into the public Treasury, as before.

The election took place Sept. 10, 1917, and the amendment received 38,838 noes, 20,684 ayes lost by 18,154, the negative majority nearly two to one.

In 1791 it was 272,300. Owing to the disturbed condition of the island, no census of the inhabitants has been taken since that of 1887, when the total population was 1,631,687. Of this number, 1,111,303 were whites, and 520,684 were of negro blood. These figures make questionable the claim that the war for liberty is simply an insurrection of the colored against the Caucasian race.

Thus in 684 they had reverted in the main to the arrangements that subsisted before the Sullan restoration.
