The combined fleets of France and Spain recrossed the Atlantic and in accordance with Napoleon's plans made for Ferrol on the coast of Galicia. After being repulsed with some loss off Cape Finisterre by Sir Robert Calder, who was court-martialled and severely reprimanded for neglecting to follow up his victory, they put in first at Vigo, and then with fifteen allied ships at Coruña.

The "new situation" as presented to the United States was that within a barred zone Germany had drawn round the British and French coasts, extending from the Shetlands as far south as Cape Finisterre, and to the west some 700 miles into the Atlantic, and also in the Mediterranean, all sea traffic would be stopped on and after February 1, 1917, and that neutral vessels navigating the proscribed waters would do so at their own risk.

Another remarkable exploit was achieved about the same juncture by captain Barrington, commander of the ship Achilles, mounted with sixty cannon; who, to the westward of Cape Finisterre, encountered a French ship of equal force, called the Count de Saint Florintin, bound from Cape François, on the island of Hispaniola, to Rochefort, under the command of the sieur de Montay, who was obliged to strike, after a close and obstinate engagement, in which he himself was mortally wounded, a great number of his men slain, and his ship so damaged, that she was with difficulty brought into Falmouth.

Of her main fighting units, the ships-of-the-line, England could put into commission about 85, which as soon as possible were distributed in three main spheres of operation: in the Mediterranean and its western approaches, from 20 to 25; in the West Indies, from 10 to 12; in home waters, from the North Sea to Cape Finisterre, from 20 to 25, with a reserve of some 25 more in the home bases on the Channel.

The wind however was not so unkind as we had apprehended; but, having declined with the sun, it changed at the approach of the moon, and became again favorable to us, though so gentle that the next day's observation carried us very little to the southward of Cape Finisterre.

He made all speed across the Atlantic, and again sought the enemy vainly, until he joined Admiral Cornwallis off Ushant on August 15. Trafalgar Here, at last, he heard news of the combined fleets; Sir Robert Calder had fallen in with them near Finisterre and had fought an indecisive engagement.
