During the years in which the younger Tupper held the office of minister of Marine and Fisheries he made an enviable record as an efficient and courageous administrator. I fancy Sir John used sometimes to think that he was perhaps more particular about the administration of patronage in his own department than in those of his colleagues.
In that year Sir Charles Tupper, minister of Railways, introduced a resolution to grant a subsidy of $3200 per mile sufficient to provide the hundred tons of steel rails required for each mile at the existing price of $32 a ton to each of four carefully selected roads, one in each of the four original provinces.

Loyalists are Sir Charles Tupper, long a prominent figure in politics; Christopher Robinson, a distinguished lawyer, who was counsel for Canada at the Bering Sea arbitration; Sir Richard Cartwright, a liberal leader remarkable for his keen, incisive style of debate, and his knowledge of financial questions; Honourable George E. Foster, a former finance minister of Canada.

All this Tupper put to Joseph Howe; and when Tupper proposed that Howe should enter the Dominion Cabinet, not as his docile follower but as his leader, it can readily be believed that he was 'completely staggered. True to Tupper's forecast, and due in part, at least, to his powerful advocacy of the cause of union, the home government stood firm against the cry from Nova Scotia.
