The common reason given for refusing such assistance elsewhere is that Government cannot interfere with the religion of the prisoners. But in Ceylon the majority of the prisoners are Buddhists, Hindoos and Mahommedans, and what has been found to work so well there can surely be tried with equal success elsewhere!

It was then the fast of Ramazan, and the travellers, during the night, were annoyed with the perpetual noise of the carousal kept up in the gallery, and by the drum, and the occasional voice of the Muezzin.
The Mahommedans, however, who have an intense horror of the "Kaffirs," give no other proof of this accusation than the statement that they have seen human heads and limbs hanging against the walls of the houses.
