Washburne offered a joint resolution of thanks to Mr. Bancroft, copied almost verbatim from that passed when John Quincy Adams delivered the oration on Lafayette. When the address was printed Mr. Bancroft insisted on having the title-page state that it had been delivered before "the Congress of America," instead of "the Congress of the United States of America."
