All well-to-do people had been alarmed by the Shays insurrection, and merchants, shipwrights, and artisans of every sort were convinced that there was no prosperity in store for them until the federal government should have control over commerce, and be enabled to make its strength felt on the seas and in Europe.

When a party of the Shays rebels came to the house of General Pomeroy, in Northampton, and asked if he could accommodate them, the old soldier, seeing the green sprigs in their hats, the badges of their treason, shouted to his son, "Fetch me my hanger, and I'll accommodate the scoundrels!" General Jackson, we suspect, would have accommodated rebel commissioners in the same peremptory style.
Bowdoin was the candidate of the "Law-and-Order Party," and John Hancock was nominated by the friends of the convicts. Hancock was elected by a vote of about nineteen thousand against less than six thousand for Bowdoin. The convicts were pardoned, and a stay law was passed. The demand of the Shays men was reasonable, and the Government was guilty of a criminal error in resisting it.

Petitions went up to the General Court for a stay act. James Bowdoin was Governor. The General Court did not listen to the appeal. Daniel Shays and others organized forces for the suppression of the Courts. Shattuck was the leader in the county of Middlesex, and at the head of his force he broke up the Court at Concord. Finally he was arrested.
