In the first proposal Rumania was promised all of Bukowina south of the Seret River, better treatment of the Rumanian population of Austrian territory, the establishment of a Rumanian university in Brasso, large admissions of Rumanians into the public service of Hungary, and greater liberty of administration to the Rumanian churches in Austria.
Rumania was saved from descending on the wrong side of the fence; but her natural reluctance to abandon her perch prohibited that Russian attack on Bulgaria through Rumanian territory which might otherwise have been made, but would probably have failed and would in any case have come too late to relieve the Serbian disaster. The winter of 1915-16 thus passed with little to relieve the gloom.
Rumania, in spite of her leanings toward the Allies, remained firm in her neutrality.
From the international point of view, Bohemia will form the very centre of the anti-German barrier, and with the assistance of a new Poland in the north, and Italy, Yugoslavia and Rumania in the south, she will successfully prevent German penetration to the East, Near East and the Adriatic. Austria and Hungary, reduced to their proper racial boundaries, will be states of about eight million each.
Before the year is passed the Entente may need American troops as badly as France needed English assistance last year. General von Falkenhayn, former chief of the German General Staff, told me about the same thing last December, in Rumania. "In war," he remarked, "nothing is certain except that everything is uncertain, but one thing I know is certain: We will win the war."
For more than a year Italy's position with regard to Germany had been an anomalous one, for although she withdrew from the Triple Alliance on May 25, 1915, and declared war against Austria, she remained officially at peace with Germany until August 27, 1916. After many months of hesitation, Rumania finally decided to enter the war on the side of the Allies and declared war on Austria, August 27.
A large section of the American people is profoundly dissatisfied with the part played by the English and the French at the Conference; Italy is stung to the quick by the treatment she received from France, Britain, and the United States; Rumania loathes the very names of those for whom she staked her all and sacrificed so much; in Poland and Belgium the English have lost the consideration which they enjoyed before the Conference; the Greeks are wroth with the American delegates; the majority of Russians literally execrate their ex-Allies and turn to the Germans and the Japanese.
In the darkest days of the war, when Rumania was overrun by the enemy and it seemed as though Moldavia and the northern Dobrudja were all that could be saved to the nation, King Ferdinand and Queen Marie, instead of escaping from their country or asking the enemy for terms, retreated with the army to Jassy, on the easternmost limits of the kingdom, where they underwent the horrors of that terrible winter with their soldiers, the King serving with the troops in the field and the Queen working in the hospitals as a Red Cross nurse.
You were not aware, perhaps, that the width of Greater Rumania, from east to west, is as great as the width of France from the English Channel to the Mediterranean. One has to break into a run to keep pace with the march of geography these days.
Some time towards the end of the summer the remnants of her unit were in Rumania and finally came apart. She was left with but a few sisters and her assistant chief, a friend of hers, a Finnish gentleman, Baron Wrede. At a certain moment she sent him with some of the personnel and equipment from Rumania over the border back into Russia.
