Moreover, Austria's contemplated pathway to Saloniki would cut down through Macedonia, another territory coveted by Bulgaria. Ferdinand, King of Bulgaria, however, is a German by birth and training. Greece, like Rumania, is also racially isolated. She fears Russia for the same reason that Bulgaria does; Greece is determined that Constantinople shall one day be hers.

In order to obviate internal disturbances or external interference, the leaders of the movement which had dethroned Prince Cuza caused parliament to proclaim, on the day of Cuza's abdication, Count Philip of Flanders the father of King Albert of Belgium Prince of Rumania. The offer was, however, not accepted, as neither France nor Russia favoured the proposal.

The defeat of his Turkish friends in the Balkan Wars had been almost as great a blow to him as to them, and he had seen in the subsequent discord of the victors a chance of crushing them all. Rumania, he thought, was tied to his chariot-wheels by its Hohenzollern king, and Greece by its Hohenzollern queen; and Bulgaria could be won through its hatred of the successful Serbs.

The second proposal specified that Rumania should put five army corps and two cavalry divisions at the disposal of the Austro-Hungarian General Staff to operate against the Russians.

To the north there was perpetual conflict with the Habsburgs of German Austria and with the forces of the Holy Roman Empire; to the east there were spasmodic quarrels with the Vlachs, the natives of modern Rumania; to the south there was continual fighting, at first with the Greeks and the Slavs Serbs and Bulgars, and later, most terrible of all, with the Ottoman Turks.

He began by assuming what everybody knew, that the Powers would refuse to honor the secret treaty with France, Britain, and Russia, which assigned to Rumania all the territories to which she had laid claim, and he proposed first striking up a compromise with the other interested states, then compacting Rumania, Jugoslavia, Poland, Czechoslovakia, and Greece into a solid block, and asking the Powers to approve and ratify the new league.

As a result, agreements were reached which outlined broadly the policy to be executed by the Allied Control Council. At Potsdam there was also established a Council of Foreign Ministers which convened for the first time in London in September. The Council is about to resume its primary assignment of drawing up treaties of peace with Italy, Rumania, Bulgaria, Hungary, and Finland.

And in the Inter-Allied commission Bulgaria is to have a representative, while Serbia, Greece, and Rumania, a part of whose stolen property the commission has to recover, will have none. A comparison between the indulgence lavished upon Bulgaria and the severity displayed toward Rumania is calculated to disconcert the stanchest friends of the Supreme Council.

By means of war-maps, printed in English and Chinese, and also by means of an exhaustive daily telegraphic service which hammered home every possible fact illustrative of German invincibility, the German position in China, so far from being weakened, was actually strengthened during the period when Rumania was being overrun.

It was and is a campaign differing hardly at all from similar campaigns against the Jews in Russia under tsarism, in Rumania, in Poland, and, to a less extent, in Germany under the Hohenzollern.
