A MAN who has stolen, has nothing more urgent and imperative to perform, on this side of eternity, than the duty of refunding the money or goods unjustly acquired, or the value thereof.

The best mode suggested is that the Department be authorized to issue certificates of deposit, of the denomination of $10, bearing interest at the rate of 3.65 per cent per annum and convertible at any time within one year after their issue into the 4 per cent bonds authorized by the refunding act, and to be issued only in exchange for United States notes sent to the Treasury by mail or otherwise.

My own view, since more than justified, was that only so large a building could ever hope to meet the requirements and only such a comprehensive institution could expect to carry its own expenses. I preferred refunding the ninety thousand dollars to the various donors and dropping the whole business to embarking on the smaller scheme. That meeting did a world of good.

In accordance with the report of the Secretary of the Treasury, President Grant, in his annual message of December, 1869, recommended the passage of an act authorizing the funding of the public debt at a lower rate of interest. Promise me, Mr Newland, that upon any reverse or exigence, you will apply to me." "I candidly acknowledge to your lordship, that I would rather be under an obligation to anyone but you; and I trust you will clearly appreciate my feelings. I have taken the liberty of refunding the one thousand pounds you were so kind as to place at my disposal as a loan.

"But there lies the pinch, good father," said the Fleming "the refunding this money will reduce me to utter poverty. The Welsh have destroyed my substance; and this handful of money is all, God help me! on which I must begin the world again."
