In December, 1821, Wellesley undertook the lord-lieutenancy of Ireland, which had relapsed into so disturbed a state that it had been proposed to make Wellington both viceroy and commander-in-chief. The significance of this selection was increased by the appointment of Plunket as attorney-general.

Even after the dissolution of him last parliament, when he had so far subdued his enemies as to be no longer under any apprehensions from them, he did not think it worth while to save the life of Plunket, the popish Archbishop of Armagh, of whose innocence no doubt could be entertained.

Oliver Plunket, the titular primate of Ireland, a man of peaceable dispositions, was condemned and executed upon such testimony. And the Oxford parliament entered so far into the matter, as to vote that they were entirely satisfied in the reality of the horrid and damnable Irish plot.

A number of priests and laymen were arrested, one of whom was put to death in 1678, eleven in 1679, two in 1680 and one, the Venerable Oliver Plunket, Archbishop of Armagh, the last victim put to death for religion upon English soil, in 1681. In addition to this eight priests were put to death during the agitation merely because they were priests.

Like Grattan, he displayed a burning patriotism and, like him, fiercely opposed the Act of Union. Few orators have displayed greater powers of clear reason and convincing logic than Plunket. It may be admitted that he seldom rose to great heights of eloquence, but tradition credits his delivery with a quality of dignity amounting almost to majesty.

In 1821, after the death of Grattan, and in a new Parliament, Plunket carried a Bill for Catholic emancipation successfully through all its stages in the House of Commons, though it was afterwards rejected in the Lords. In the ensuing session a similar fate befel a Bill of Canning's to relieve Catholic peers of their disabilities.

Had she stood alone, there might have been some chance for him; but backed up, as she was, by her puissant mother, victory was sure to perch on her banner; and well did Mr. Plunket know this. The glaring discrepancy between the amount of public funds at her disposal and the amount held by the other religious bodies from public sources did not abate the virulence with which the Church Act was assailed, but at this day what is of interest is that the jeremiads of the Protestants as to the consequences either to the country at large or to their Church in particular were in every respect uncalled for, as was acknowledged by no less a person than Lord Plunket, at a later time Archbishop of Dublin, who, when in that position, admitted that the Church Act had proved not a curse, as was expected, but a blessing to the Episcopalian Protestant Church.
