I have been long familiar with the Government's methods of making treaties with the Saulteaux of Manitoba, the Crees of Saskatchewan, and the Blackfeet, Bloods and Piegans of the Plains, and advised these tribes to accept the offers of the Government. Therefore, to-day, I urge you to accept the words of the Big Chief who comes here in the name of the Queen.

Between 1871 and 1877 seven treaties were made by the Canadian government with the Crees, Chippewas, Salteaux, Ojibways, Blackfeet, Bloods and Piegans, who received certain reserves of land, annual payments of money and other benefits, as compensation for making over to Canada their title to the vast country where they had been so long the masters.

Once, about sixty or seventy years ago, the Bloods and Piegans had a quarrel so serious that men were killed on both sides and horses stolen; yet this was hardly a real war, for only a part of each tribe was involved, and the trouble was not of long duration. Each one of the Blackfoot tribes is subdivided into gentes, a gens being a body of consanguineal kindred in the male line.

Baker's attack upon a Piegan camp in 1869, even though it should be held to be justified on the ground of necessity, must be admitted to be utterly revolting in its conception and execution. Yet no merited chastisement ever wrought more instant and durable effects for good. The Piegans, who had been even more wild and intractable than the Sioux, have since that affair been orderly and peaceable.

In the valley itself a few stubble fields with fences sadly in need of repair gave evidence of the partial success of the attempts of the farm instructor to initiate the Piegans into the science and art of agriculture. A few scattering log houses, which the Indians had been induced by the Government to build for themselves, could be seen here and there among the trees.

In this circle each clan camped in its own particular place with relation to the other clans. Within the circle was often a smaller circle of lodges, each occupied by one or more of the societies of the All Comrades. Sometimes it happened that great numbers of the Blackfeet came together, perhaps even all of the three tribes, Blackfeet, Bloods, and Piegans.

A war party of Snakes had gone to a Gros Ventres camp near the Bear Paw Mountains and there killed two Gros Ventres and taken a white pony, which they subsequently gave to a party of Piegans whom they met, and with whom they made peace. The Gros Ventres afterward saw this horse in the Piegan camp and supposed that the latter had killed their tribesman, and this led to a long war.

Little Thunder had broken his pledge to Raven to quit the rebellion business and had perfected a plan for a simultaneous rising of Blackfeet, Bloods, Piegans, and Sarcees next month.

In the summer the Bloods and Piegans with their ponies and dogs attended the sports, and took active part under the general oversight of that incomparable scout and interpreter Jerry Potts. In the roping of the huge wild steers there was much opportunity for the display of skill and nerve.

"No more bull-whackers and mule-skinners 'whooping-it up'; no more Blackfeet and Piegans drinking alcohol and water, and cutting one anothers' throats. A nice, quiet time coming on the border Abe, eh?" The man looked at her queerly. She was not prone to sarcasm, she had not been given to sentimentalism in the past; she had taken the border-life as it was, had looked it straight between the eyes.
