Two years before this great statute, the process of impeachment, not employed for nearly two hundred years, had been revived against Sir Giles Mompesson and Sir Francis Mitchell, who in the Parliament of 1621 were impeached "for fraud and oppression committed as patentees for the exclusive manufacture of gold and silver thread, for the inspection of inns and hostelries, and for the licensing of ale-houses.

Although Springfield was conceded to Massachusetts the loss was made up by the accession, in 1639, of Fairfield and Stratford, west of New Haven, and, April, 1644, of Southampton, on Long Island, and about the same time of Farmington, near Hartford. In 1639 a town had been founded at Fort Saybrook by George Fenwick, who was one of the Connecticut patentees.

He failed in obtaining the renewal of his patent. Another applicant for the like privilege, probably having greater interest at court, proved more successful. Colonel Proger and three others were granted a patent to make iron with coal; but Dudley knew the secret, which the new patentees did not; and their patent came to nothing.

Under this charter, and these laws, which manifest, at the same time, a total disregard of all political liberty, and a total ignorance of the real advantages which a parent state may derive from its colonies; which vest the higher powers of legislation in persons residing out of the country, not chosen by the people, nor affected by the laws they make, and yet leave commerce unrestrained; the patentees proceeded to execute the arduous and almost untried task of peopling a strange, distant, and uncultivated land, covered with woods and marshes, and inhabited only by savages easily irritated, and when irritated, more fierce than the beasts they hunted.

Charles II. was immediately proclaimed; and an agent was deputed to the court of that monarch, for the purpose of soliciting a patent, confirming the right of the inhabitants to the soil, and jurisdiction of the country. The object of the mission was obtained, and the patentees were incorporated by the name of "The governor and company of the English colony of Rhode Island and Providence."

In the confusion which ensued in England Fenwick found himself isolated; and, assuming to himself the ownership of the fort and the neighboring town, he sold both to Connecticut in 1644, and promised to transfer the rest of the extensive territory granted to the patentees "if it ever came into his power to do so."

As it is, of course, it is by no means uncommon for the virago to be born without that sentimental organ, the heart; and it can, therefore, only be a matter of time before she is rid of what the present writer has been criticised for calling 'her miraculous womb. Doubtless, the patentees will then turn their attention to Sir Thomas Browne's suggested method for the propagation of the race after the reasonable, civilised, and advanced manner of trees.

At the Fourth Pan-American Conference which met in Buenos Aires during July and August last, after seven weeks of harmonious deliberation, three conventions were signed providing for the regulation of trade-marks, patents, and copyrights, which when ratified by the different Governments, will go far toward furnishing to American authors, patentees, and owners of trade-marks the protection needed in localities where heretofore it has been either lacking or inadequate.

Whether his name 'Foresighted' is a mistaken folk-etymology from the root manth, or not, we have, in the ancient inevitable idea, that the original patentees of fire would not willingly part with their treasure, the obvious origin of the myth of the Fire-stealer.

About the end of this year some dissensions arose between the new patentees and Mr. Lacy, in consequence of the expressed intention of the latter to introduce two other partners into the establishment, by the disposal of his share to Captain Thomson and a Mr. Langford.
