The President complies, as far as possible, with the desire of the people, as referred to in Article 21. The President shall submit, yearly, at the opening of the Volksraad, estimates of general outgoings and income, and therein indicate how to cover the deficit or apply the surplus.
There is a poetical side to the commonplace of his incomings and outgoings; study him well, and you may frame an idyl of some sort from his apparently prosaic existence. Our poets, we must needs think, are deficient in that shiftiness, ready adaptation to circumstances, and ability of making the most of things, for which, as a people, we are proverbial.
Because there has come upon us all one of these irrevocable and irremediable disasters, for which time has no word of hope, to which Nature is totally indifferent, for which the God of the outgoings and incomings of the morning is too small. For millions of living and suffering men and women all temporal and mortal values have been wiped out.
Take the case of a farmer entering a dairy-farm of, say, 250 acres, and calculate his immediate outgoings say fifty cows at £20, £1,000; two horses at £25, £50; waggons, carts, implements, £100; labour, three men at 12s. per week, £94; harvest labour, £20; dairymaid £10; tithe, taxes, rates, &c., £100; rent, £2 per acre, £500. Total, £1874. Total income, £775; balance in hand, £51.
The statement of receipts and expenditure is prodigiously laconic. I have now before me the estimates prepared for 1858, in four pages, the least blank of which contains just fourteen lines. The Finance Minister sums up the receipts and the outgoings, both ordinary and extraordinary.
"Well, Margaret and Oliver," said Master Freake, "this is no time to be giving you lessons in the way the great world wags that neither knows nor cares of outs and ins and party shufflings, but is busy with rents and crops, and incomings and outgoings, and debts and credits, and wivings and thrivings.
"Under Socialist government such as is quite possible in England at the present time: "He will be restricted from methods of production and sale that are socially mischievous. "He will pay higher wages. "He will pay a large proportion of his rent-rate outgoings to the State and Municipality, and less to the landlord.
Those thousand Daler well, 'twas a gift from Heaven, to be kept intact. What else should he do? His ordinary outgoings were more than covered by the produce of his fields and stock. Eleseus, of course, knew better; he had advised his father to put the money in the Bank. Well, perhaps that was the best, but Isak had put off doing it for the present perhaps it would never be done at all.
It is not far from the window; and when he sits down he can lean his cane against the wall where he can easily reach it again. There is a turmoil of youth and life always about him; of fevered incomings and excited outgoings, of work and laughter and tears and joy and anger. He watches it all, for his mind is still clear, but he does not take sides.
But that guinea a week was not to go on for five-and-twenty weeks, but simply for fifteen, and then the net outgoings will be well over three guineas, reducing the "law" accorded our young couple to two-and-twenty weeks. These details are tiresome and disagreeable, no doubt, to the refined reader, but just imagine how much more disagreeable they were to Mr.
