Even whilst the monarchy of France, by a series of wars and negociations, and lastly, by the treaties of Westphalia, had obtained the establishment of the Protestants in Germany as a law of the empire, the same monarchy under Louis the Thirteenth, had force enough to destroy the republican system of the Protestants at home. Louis the Sixteenth was a diligent reader of history.
The loss which the enemy have sustained in the East Indies has been very severly felt by them, and from their negociations in Europe they cannot procure themselves any allies. Count d'Estaing's arrival on the American coasts will, I hope, have produced such an effect as we earnestly desire.
Far from tending to accelerate a general peace, it had a pernicious influence upon the negociations at Munster and Osnaburg, and had made the allies bolder in their demands.
When all men were looking for a decisive blow to be struck, he suddenly renewed the negociations; and when the truce lulled the allies into security, he as suddenly recommenced hostilities. All these contradictions arose out of the double and irreconcileable designs to ruin at once the Emperor and the Swedes, and to conclude a separate peace with the Saxons.
Some were of opinion that it was necessary to get rid of the president, either openly or by secret assassination; while others recommended that he should be invited into Peru, where it would be easy to oblige him to agree to all their demands; or where at least they could draw their negociations with him to a great length, by insisting on convening an assembly of deputies and procurators from all the cities of the kingdom at Lima, to deliberate on the subject of his reception, and to determine whether he should be received or not; and, as Peru was of vast extent, it would be easy to put off the meeting of that assembly for two years, during which period the president might be kept in the isle of Puna under a confidential guard, by which he might be prevented from writing to Spain that the country was in rebellion; more especially as they could keep him in continual suspense, by representing that the general assembly could not meet sooner on account of the vast distance of some of the cities.
But unfortunately our Government did not appreciate the value of, or they did not appear disposed to undertake, negociations. Instead of endeavouring to come to some friendly understanding first, they came down to the House and asked for a vote of money, enough to change the aspect of discussion with the United States, but not enough to effectually protect from danger.
Impatient at the ill success of his negociations, he at last determined to display his strength; the more so, as the pressing distress within the empire, and the growing dissatisfaction of the Imperial court, admitted not of his making any longer delay.
All his desire of power and distinction were extinct: tranquillity and repose were now the sole object of his wishes. The better to conceal his real impatience, he declined the Emperor's invitation to the court, but at the same time, to facilitate the negociations, came to Znaim in Moravia.
Sir H. Palliser employed Mr Drachart as his interpreter in the negociations which followed, for placing the trade with the Esquimaux on such a footing that all violence should from that time cease on both sides, and that mutual confidence might be restored and maintained.
At that period, moreover, not only her own love-coquetries with Anjou were over, but he was endeavouring with all his might, though in secret, to make a match with the younger Infanta of Spain. Elizabeth furthered the negociation with France, both publicly and privately. It will soon be narrated how those negociations prospered.
