That the government should have a definite head or leader in the Assembly, who should speak for the government, introduce and defend its measures; that the officials of the government other than those holding permanent posts should form one body a ministry which should automatically relinquish office and power when it could no longer command a majority in the legislature, were practically new and by no means welcome ideas to the old-time law-makers of Canada.

It is pertinent to ask why the law-makers should not have made the law in such a way that the people could exercise their free choice in the matter of the presidential successor? The answer is that there is reason to fear that a bad man may be elected president by manipulations carried out with a masterly hand, thereby jeopardizing the national welfare.

"Thus equipped with this important knowledge, each voter, both men and women alike, would be prepared at any time to vote intelligently and wisely, on every question affecting the welfare of the republic as a whole, or in part. Elected to Congress, these voters would appear as the ablest, most patriotic, most just, and most incorruptible body of law-makers ever known.

Many other assemblies were held afterwards, in which law-makers were elected and all other measures taken to form a constitution. It was during the first period of this constitution that the Athenians appear to have enjoyed the best government that they ever did, at least in my time.

The bill was offered, whether it passed or not. It is my impression that it passed. As few importers of Chinese would want to go to an expense like that, the law-makers thought this would be another heavy blow to Chinese immigration.

She was "Chief Matron" of her entire blood relations, and commanded the enviable position of being the one and only person, man or woman, who could appoint a chief to fill the vacancy of one of the great Mohawk law-makers whose seat in Council had been left vacant when the voice of the Great Spirit called him to the happy hunting grounds.

They came in three troops or divisions, "A," "B," and "C," of fifty men each, which was the number of the Force which the law-makers at Ottawa thought would be sufficient to patrol 300,000 square miles of territory where lawlessness was beginning to be rampant.

He waved his hand in a circle around the rotunda, now filled with stalwart men laughing loudly or talking in confidential, deeply interested groups, with their heads close together. "There are the supposed law-makers of the State. What do you think of them, anyway?" Bradley was silent. He was so filled with new sensations and ideas that he could not talk. Cargill mused a little.

She knows the people well, and she sees all the mischief of tampering with natures so imbued with distrust. The Irishman is a gambler, and English law-makers are always exciting him to play. 'It seems to me there is very little on the game. 'There is everything home, family, subsistence, life itself all that a man can care for.

Your law-makers have commanded all good citizens to engage in this hellish sport. Your president, your secretary of state, your lords, nobles, and ecclesiastics, enforce as a duty you owe to your free and glorious country and to your God, that you do this accursed thing.
