A hundred loop-holes for escape can always be found in the provisions of a law with which the majority of the people are not in sympathy. Indeed, it often happens that such loop-holes are provided by the law-makers themselves; and this is especially true in too many of the laws made for the suppression of the liquor trade.
Yet our law-makers are still legislating for conditions that disappeared with the ox-goad, hand loom, lapstone, and sickle, and are continually trying to devise ways and means by which the labor of the country can be kept employed the year round. What doing?
This may be right enough in itself; but I think, then, that all property should be defended by civil suit, and should become public after forty-two years of private tenure. The Constitution guarantees us all equality before the law, but the law-makers seem to have forgotten this in the case of our infant literary industry.
Even now, while praising the Rafferty God and blaming the capitalist law-makers, she was getting a supper, moving swiftly, silently, like a machine. She was lean as an old horse that has toiled across a desert; the skin over her cheek-bones was tight as stretched rubber, and cords stood out in her wrists like piano-wires. And now she was cringing before the spectre of destitution.
The exercise of such feelings was full of advantage for both sexes, and they flowed most freely, of course, when women were gracious and grateful. It may be said that he had a higher conception of politeness than most of the persons who desired the advent of female law-makers.
The poor baby is far beneath their consideration." "But not of Him," said Edith, with eyes full of tears, "who took little children in his arms and blessed them, and said, Suffer them to come unto me and forbid them not, for of such is the kingdom of heaven." "Our law-makers are not, I fear, of his kingdom," answered Mr. Dinneford, gravely, "but of the kingdom of this world."
These temptations have not sprung newly into being; the exceptionally successful among mankind have always been exposed to them; but they have grown amazingly in power as a result of the extraordinary development of industrialism along new lines, and under these new conditions, which the law-makers of old could not foresee and therefore could not provide against, they have become so serious and menacing as to demand entirely new remedies.

And I sez to myself, it can't be the fault of the place anyway; the law-makers have a chance for their souls to soar if they want to, here is room and to spare to pass laws big as elephants and camels, and I wondered that they should ever try to pass laws as small as muskeeters and nats. Thinkses I, I wonder them little laws don't git to strollin' round and git lost in them magnificent corridors.
The banks throughout the United States had suspended specie payments in the spring, and as the State banks in Illinois were the fiscal agents of the railroads and canals, the Governor called upon the law-makers to revise their own work, to legalize the suspension, and bring their improvement system within possible bounds.
