This would seem to be conclusive proof that Koreans in that region are not within the provisions of the treaty of 1915 but are still governed by the Tumen Kiang Agreement. The question is something more than one of academic or even merely judicial importance.

The Secretary to the King's Cabinet preached salvation to his fellow Cabinet Ministers. The tens of converts grew to tens of thousands. From the first, the Koreans showed themselves to be Christians of a very unusual type. They started by reforming their homes, giving their wives liberty and demanding education for their children.

Korea was no sooner opened to foreign intercourse than China and Japan became rivals for influence in that country a rivalry in which Japan showed itself the more active. The Koreans became divided into two factions, a progressive one that favored Japan, and a conservative one that favored China.

One certainly could never part a Korean from his kimchee. Here women strapped babies behind their backs but even in a rural town like Umsong many carried cellular telephones in their purses. Koreans' love of making their country into a high tech Mecca was only secondary to their continued devotion to their obsolete pagers.

One might devote an entire book to narrations of frightful cruelties perpetrated by Japanese on Koreans, Siberians and Formosans; but that would not be so strong as the setting forth of the underlying ethical reasons for this universal hatred in which Japan is held.

They have built twenty-eight schools for their children, and raise among themselves $20 a head a year for the education of their children; they have sixteen churches; they bought $80,000 worth of Liberty bonds during the war, and subscribed liberally to the Red Cross. Some of these Hawaiian Koreans 210 in all volunteered to serve in the war.

"We may assume, indeed, that all fear of a national uprising is now past," declared a semi-Government organ. "The nation obviously has no leaders competent to execute and direct a crusade in the cause of independence. Whether that lack is due to adroit management on the part of the Japanese or to unpatriotic apathy on the part of the Koreans we cannot pretend to judge."

This is the moment of time when the bonds of unity between the Japanese and Koreans are to be more firmly tightened and nothing will be left undone to fulfill the mission of the Empire and to establish its prestige on the globe. It is evident that the two peoples, which have ever been in inseparably close relations from of old, have lately been even more closely connected.

According to reliable sources, the Korean population now amounts to over 200,000 which is more than the Chinese population itself. In 1909 an Agreement, known as the Tumen Kiang Boundary Agreement, was arrived at between China and Japan, who was then the acknowledged suzerain of Korea, dealing, inter alia, with the status of these Koreans.
