He saw that to carry a body of troops to Japan, the seagoing resources of the Koreans must be requisitioned, and on the bootless return of his first embassy, he immediately issued orders to the Koma King to build one thousand ships and mobilize forty thousand troops. In vain the recipient of these orders pleaded inability to execute them.

This is also practised in Africa to-day, and we have seen that the Koreans, with Mongolian acuteness, have gone a step farther, and pulverise the quartz by rocking one stone on another. In South America the arrastra is still used, which is simply the application of horse or mule power to the stone-grinding process, with use of mercury.

Soon there came reports that prisoners were attempting to commit suicide in jail. Then came word that two of the original signers of the Declaration of Independence were dead in prison. Koreans everywhere mourned. For they could imagine how they had died.

In consequence of the aforesaid annexation, the Government of Japan assumes the entire government and administration of Korea, and undertakes to afford full protection for the property and person of Koreans, obeying the laws then in force, and to promote the welfare of all such Koreans. Article 7.

They had to pass a wide rapid river with a walled city of great strength on its northern bank and with all the boats in the possession of the Korean garrison, which was believed to be very numerous. Some parleying took place, and the issue of the situation seemed very doubtful when the Koreans lost patience and crossed the river, hoping to destroy the Japanese by a night attack.

The Christian houses are visited and the Christians flogged, sometimes without even troubling to examine the houses at all. This method particularly prevails in parts of the Pyengyang province. The police can arrest and search or detain any person, without warrant. This right of search is freely used on foreigners as well as Koreans.
