The required legitimation is ordinarily sought by showing that although sports are substantially of a predatory, socially disintegrating effect; although their proximate effect runs in the direction of reversion to propensities that are industrially disserviceable; yet indirectly and remotely by some not readily comprehensible process of polar induction, or counter-irritation perhaps sports are conceived to foster a habit of mind that is serviceable for the social or industrial purpose.

The Council pointed out, furthermore, that if the Rumanians succeeded in wrecking Hungary industrially, as they were evidently trying to do, it would be manifestly impossible for the Hungarians to pay any war indemnity whatsoever.

When, however, society had developed industrially to a stage enabling the victors to make use of live men as work animals, that new industrial condition produced a new idea one of the greatest and most revolutionary ideas that ever flashed into the human brain; and that idea was simply this: A live man is worth more than a dead one, if you can make use of him as a work animal.

Credit was discredited, commerce perished, and the world, at a bound, seemed to have gone back, financially and industrially, to the dark ages. One final effort was made. A great financial congress was assembled at New York. Representatives of all the nations took part in it.

It was proposed to punish him for no crime, to declare the laborer not worthy of his hire, to leave him friendless and forlorn, without sympathy, without rights under the law, socially an outcast and industrially a serf a serf who had no connection with the land he tilled, and who had none of the protection which even the Autocracy of Russia extended to the lowliest creature that acknowledged the sovereignty of the Czar.

We have traveled centuries and centuries since then measured in events, in achievements, in depth of insight into the secrets of nature, in breadth of view, in sweep of sympathy, and in the rise of ennobling hope. In some cases the strikers lent their support to the republicans; in other cases they followed the ideas of Bakounin, and openly declared they had no concern for the republic. The changes in the government were numerous. Indeed, for three years Spain, politically and industrially, was in a state of chaos. At times the revolt of the workers was suppressed with the utmost brutality.

"Wishes," murmured Reggie, scribbling industrially on the back of the marriage licence. " But you know that all she wants is your happiness " Reggie looked doubtful. "I'm not sure about that last bit, old thing. You don't know the mater!" "Never mind, Reggie," put in Alice. "Say it, anyhow. Mr. Bevan is perfectly right." "Right ho, darling! All right, laddie 'happiness'. And then?"
