The city, however, had been well planned, like that of Adelaide, but the suburbs were allowed to grow anyhow. In Adelaide the belt of park lands kept the city apart from all suburbs. Andrew Murray was as keen for the development of Victoria agriculturally and industrially as Mr. Wilson, and they worked together heartily.

All this bit of country, indeed, is most interesting, picturesquely, industrially, and geologically, and on this perfect day, the second of October, every feature is beautified by the weather; large cumuli dropping violet shadows on the hills, deep ravines showing intensest purple, golden mists veiling the verdant valleys.

When, then, society faithful to the principle of the division of labor intrusts a work of art or of science to one of its members, allowing him to abandon ordinary labor, it owes him an indemnity for all which it prevents him from producing industrially; but it owes him nothing more. If he should demand more, society should, by refusing his services, annihilate his pretensions.

In those countries which are but little developed, industrially and commercially, these two classes still vegetate side by side with the rising bourgeoisie. In countries where modern civilisation has become fully developed, a new class of petty bourgeois has been formed, fluctuating between proletariat and bourgeoisie and ever renewing itself as a supplementary part of bourgeois society.

East of the Rockies from Edmonton to Port Arthur the fringe of timber along the great rivers and lakes is owned by operators of Wisconsin and Louisiana. In Quebec the most valuable pulp wood limits the last of the great pulp wood limits on the continent are owned by New York interests. Undoubtedly all this means "the Americanizing of Canada" industrially.

One might hope that this would not prove to be so in Russia, the first Socialist State, as yet unindustrial, able to draw on the industrial experience of the whole world, were it not that one discovers with a certain misgiving in the Bolshevik leaders the rasping arid temperament of those to whom the industrial machine is an end in itself, and, in addition, reflects that these industrially minded men have as yet no practical experience, nor do there exist men of goodwill to help them.

"Society as a whole, like a chain with defective links, is no stronger socially, morally, industrially, or politically, than its weakest unit. Hence it becomes the self interest of every individual member to endeavor unselfishly to build up and strengthen the weaker units in every possible way.

Of course the best type of education for the colored man, taken as a whole, is such education as is conferred in schools like Hampton and Tuskegee; where the boys and girls, the young men and young women, are trained industrially as well as in the ordinary public school branches.

The fact that there exists in Russia a population at a far higher stage of culture, which will be industrially educated, not exterminated, militates against this hypothesis, but the need for education may make progress slower than it was in the United States.

Look at the industrial system there introduced in the name of Protection against the Pauper Labor of Europe! No growth is so dangerous as a too rapid growth; and I confidently submit that politically, socially, economically and industrially, America to-day, on the issues agitating us, presents an almost appalling example of the results of hot-house stimulation. Nor is this all, nor the worst.
