The whole of Udine and Belluno, and parts of Treviso, Vicenza and Venice suffered the penalty of standing in the path of the Hun. They were prosperous provinces, agriculturally and industrially, but now both industry and agriculture are almost at a standstill, for their factories have been burned, their machinery wrecked or stolen, their livestock driven off and their vineyards destroyed.
On the other hand, it would be absurd for us to expect the rest of the world to stand still industrially in order that we may make profits from producing things for it that it is quite able to make for itself. For the present we are concerned with the benefits of international finance, which have been shown to begin with its enormous importance as the handmaid of international trade.
We saw that in primitive tribes, as in the simplest animals, there remains much community of function between the parts which are nominally different that, for instance, the class of chiefs long remains industrially the same as the inferior class; just as in a Hydra, the property of contractility is possessed by the units of the endoderm as well as by those of the ectoderm.

Of course the best type of education for the colored man, taken as a whole, is such education as is conferred in schools like Hampton and Tuskegee; where the boys and girls, the young men and young women, are trained industrially as well as in the ordinary public school branches.
Southern New England, however, is the most industrially developed part of the United States, the part in which social conditions like those of the older countries of the world are most nearly reached. In Fall River, out of every 1,000 women in the twenty-five-to-twenty-nine period, the unmarried were 391. In New Haven they were 393. In Boston they were 452.
As for technical education, it is a worthy project, but, says Mr. Bose, "I am afraid the movement is too late, now. Within the last thirty years the Westerners and the Japanese have gone so far ahead of us industrially that it has been yearly becoming more and more difficult to compete with them." In fact, Mr. Bose goes on to criticize the whole system of Western education, as applied to India.
