To narrate Howe's share in the operations by which New York in 1776, and Philadelphia in 1777, fell into the hands of the British, would be only to repeat well-known historical episodes, enlivened by few or no incidents personal to himself. In them the navy played a part at once subordinate and indispensable, as is the office of a foundation to its superstructure.

He saw that the old battle formation in single line-ahead was insufficient if you wanted as he himself always did to gain an overwhelming victory. He also saw that, though an improvement on the old formation, Lord Howe's method of the single line-abreast was still a good deal short of tactical perfection.

Against this was to be set only one British seventy-four, disabled on the 28th and returned to port; their other damaged vessels refitted at sea and stayed with the fleet. On the other hand, Howe's separated division of six remained separated, whereas four fresh French ships joined their main fleet on the 30th.

A sound position may well be found at a spot such as Admiral Togo occupied while waiting for the Baltic fleet, and in that case there was no observable degradation of any kind. Nor is there much evidence that this objection weighed materially with the opponents of Howe's view. Their objection was of a purely physical kind. Open blockade left the enemy too much freedom to raid our trade routes.

He had been shot in the leg; he carried a great scar over his brow; he was as full of yarns as a piece of ancient ship's biscuit of weevils; he swore with more oaths than a Dutchman; sneered prodigiously at steam; and held the meanest opinion of the then existing race of seamen, who, he said, never could have won the old battles which had been the making of this kingdom, whether under Howe's or gallant Jervis's, or the lion-hearted Nelson's flag.

Singer had joined hands with Walter Hunt and Hunt had tried to patent the machine which he had abandoned nearly twenty years before. The suits dragged on until 1854, when the case was decisively settled in Howe's favor. His patent was declared basic, and all the makers of sewing machines must pay him a royalty of twenty-five dollars on every machine.

Washington, perhaps not aware of the strength of his own position, declared himself "unable, upon any principle whatever," to account for Howe's inaction.
