The agitator who lives on grievances and disputes, the politician "on the make," or the well-meaning and half-informed enthusiast from outside, is not likely to find a place on councils whose object it is to see how interests which investors, managers, and workmen have in common can best be promoted, and how the share of each in the work and its profits can be more fairly assigned and distributed instead of attention being concentrated on matters in which their interests seem to be in conflict.
Lack of fixed attention is the cause of the half-informed mind, the faulty reason, and the ever-failing memory. The cause of this lack of attention may be an historical allusion of which one is ignorant, or a new word that he fails to look up, or an overtaxed mind, or unfavorable surroundings. Whatever may be this hindrance it must be removed or overcome before one can enter into what he reads.
The attempt is made to apply it to society with a brutal logic; and we might despair as to the result, if we did not know that the world is not ruled by logic. Nothing is so fascinating in the hands of the half-informed as a neat dogma; it seems the perfect key to all difficulties.
