What the Government gains, i.e., a rupee a sovereign, the seller of produce must lose, as exporters could afford to give them just so much less than they now do. Now, taking the exports of India at one hundred millions, the currency measure of the Government would cause a loss to producers of 7 per cent., which is equivalent to a tax on the exported productions of India of seven millions.

Our exporters and importers are both indifferent about using American ships. It should be our policy to keep our present vessels in repair and dispose of them as rapidly as possible, rather than undertake any new construction. Their operation is a burden on the National Treasury, for which we are not receiving sufficient benefits. A rapid growth is taking place in aeronautics.

So, we've decided to cut down our arms transfers abroad on a year-by-year basis and to work with other major arms exporters to encourage their similar constraint. Every American has a stake in our second major goal, a world at peace. In a nuclear age, each of us is threatened when peace is not secured everywhere.

So with iron, which formed scarcely an appreciable part of our products half a century ago, we now produce more than the world consumed at the beginning of our national existence. Lead, zinc, and copper, from being articles of import, we may expect to be large exporters of in the near future.

If there be one thing certain, it is that centuries after, in the middle of the fourth, the people of London were only exporters of corn; no certainty that they carried on any other kind of commerce, except it might be doing a little business in dogs, and slaves whom they captured from neighbouring barbarians, their imports being polished bits of bone, toys and horse-collars.
