Exports and imports. Hints to English exporters. Food at famine rates. A wretched inn at Wuchai. Author prevents murder. Sleeping in the rain. The foreign cigarette trade. Poverty of Chao-t'ong. Simplicity of life. Possible advantages of Chinese in struggle of yellow and white races. Foreign goods in Yün-nan and Szech'wan. Thousands of beggars die. Supposed lime poisoning. Content of the people.
But there are circumstances existing in this case which have been thought to justify a departure from the general rule, and the addition of it to the number of instances, not large, in which regulations of duties of imports have been made the subject of national compact. The United States consume large quantities of raw cotton, but they are exporters of the article to a still greater extent.
The Chinese are also large importers of their country's manufactures, curiosities, and nick-knacks, and also very considerable exporters.
The procedure under section 28 of the merchant marine act has created great difficulty and threatened friction during the past 12 months. British supervision of war-time trade has always been strict and its interpretation of the meaning of contraband broad; the present instance was no exception. When Herr Albert finally succeeded in coming to an agreement with the Customs authorities in this matter a great number of opportunities had been missed and the shipments had been made practically impossible by the tightening of the English blockade. There was no question of entrusting the shipping to American exporters who had had long experience of German trade.
They passed from mere farmers supplying their own needs to exporters of the products of their farms.
Nevertheless the self-confidence of the foreign importers, and exporters was rudely broken in July, 1895, when a British house having brought suit against a Japanese company in a Japanese court, for refusal to accept delivery of goods ordered, and having won a judgment for nearly thirty thousand dollars, suddenly found itself confronted and menaced by a guild whose power had never been suspected.
The result of Wedgwood's labours was, that the manufacture of pottery, which he found in the very lowest condition, became one of the staples of England; and instead of importing what we needed for home use from abroad, we became large exporters to other countries, supplying them with earthenware even in the face of enormous prohibitory duties on articles of British produce.
On the rather wide margin, carefully rubbed out, but not so carefully that the indentation did not show, was the French word magnifique that had been written with a rather heavy hand and one of those hard pencils supplied to colonial governments by exporters from stocks that can't be sold at home. "That proves nothing," Mabel insisted. "All educated Arabs talk French.
