They were all old and once costly, and all of a pattern of by-gone days. Everything was scrupulously clean, even to the strip of unbleached muslin hung at the small windows. The door blew in with a whirl of wind, and Brockway entered shaking the wet from his sou'wester. "You must wait," he said. "Dan the brakeman has taken my boat to the Railroad Dock. He will return in an hour.
The Ex. now is a totally different man from the Ex. just out of his striped suit in the seventies, thanks to that much defamed man, Brockway, and a few others. We may have to restrain men for the good of themselves and the good of society, but we do not punish. The restraint is punishment enough; we believe men are punished by their sins, not for them.
He gladly accepted the offer as the best solution of the problem, and the naval officer became principal of the Brockway Academy. Mr. Lowington did not expel the refractory pupil at once. He waited for an overt act; but Shuffles found the anaconda of authority tightening upon him.
Just such a gang! I know 'em, I know 'em. Get you a drink? I'll see you dead first, d you. See you dead first; do you hear?" His face was livid, his eyes blazing with anger. The crew turned and shot up the river, grumbling as they went. Brockway unloaded his boat, clutching the tongs as if they were weapons; then, tying the painter to a stake, sat down and watched me at work.
"The land you see is Race Point, which is about forty miles from the entrance to the bay, at the head of which Brockway is located. We have been making about ten knots an hour, and our calculations seem to be very accurate. By one o'clock we shall come to anchor in Provincetown Harbor." This prediction was fully verified, and the Young America was moored off the town.
This factor is the success resulting from reformatory effort. It is not only Lombroso and Manouvrier that need to be reconciled, but Lombroso, Manouvrier and Brockway. This latter gentleman is the founder of the famous Elmira Reformatory which has reformed 82 per cent. of 12,000 felons which have been committed to it for treatment.
When the cold weather came, stoves were put up in the cabins and in the steerage, and the routine of the ship was not disturbed; but Mr. Lowington dreaded the ice and snow, and the severe weather of mid-winter, and in November, the Young America started on a cruise to the southward, and in the latter part of December she was in Chesapeake Bay. In March she returned to Brockway.
"I certainly never saw anything like it since we first began to learn ship's duty in Brockway harbor." "The crew appear to be hazing the new officers," continued Mr. Lowington, who could not fail to perceive that a large portion of the apparent blundering was intentional. "Of course there isn't a seaman on board who does not know his duty."
When the New York State established a Reformatory at Elmira, Mr Brockway was placed in charge and given practically a free hand in the adoption of such methods as he deemed most likely to effect the permanent reform of the men committed to imprisonment there. This by no means implies that all the inmates are first offenders.
It was an experiment in the education of rich men's sons, for only rich men could pay for scholarships in such an expensive institution. The Brockway Academy was to be continued, under the management of a board of trustees. An accomplished teacher had been selected by Mr. Lowington, and the school, under its present administration, was in a highly prosperous condition.
