What the Park is worth to us to-day is, we trust, but a trifle to what it will be worth when the bulk of our hard-working people, of our over-anxious Marthas, and our gutter-skating children shall live nearer to it, and more generally understand what it offers them, when its play-grounds are ready, its walks more shaded, when cheap and wholesome meals, to the saving, occasionally, of the dreary housewife's daily pottering, are to be had upon it, when its system of cheap cabs shall have been successfully inaugurated, and when a daily discourse of sweet sounds shall have been made an essential part of its functions in the body-politic.
Millions of people every day in this country are very particular to salute the flag, sing the "Star-Spangled Banner" and ship Bolshevists, but let them speak to you in conversation, of an industrial body like the Steel Trust or the Pennsylvania Railroad and they act as if something were there. Bring up the Body-Politic and it's a whiff.
Adams controverts, maintaining in opposition to it that the social compact constituting the body-politic is, and by the law of nature must be, a compact not merely of individuals, but of families. On this view of the subject he largely animadverts.
And note also, that such distribution of these unprepared necessaries of life as takes place, is but occasional goes on with a certain slow, irregular rhythm. Further progress in the elaboration and distribution of nutriment, or of commodities, is a necessary accompaniment of further differentiation of functions in the individual body or in the body-politic.
As the clans resting upon a family basis were the constituent elements of the state, so the form of the body-politic was modelled after the family both generally and in detail. The household was provided by nature herself with a head in the person of the father with whom it originated, and with whom it perished.
For the disease itself, after it has once started, there is, like treason in the body-politic, but one remedy capital punishment. Parleying with the rebels is worse than useless. And Hobbes carries this comparison so far as actually to give a drawing of the Leviathan a vast human-shaped figure, whose body and limbs are made up of multitudes of men. But they are full of inconsistencies. If the sovereignty is the soul of the body-politic, how can it be that magistrates, who are a kind of deputy-sovereigns, should be comparable to joints?
Had we been of French or Spanish descent, there would have been barricades, coup-d'états, pronunciamentos; but the English race know better how to treat the body-politic. They never apply the knife except for the most desperate operations. But where hard words were so plenty, blows could not fail.
Williams had had little difficulty in making out his case; and he had obtained from them a Patent, dated March 14, 1643-4, associating "the towns of Providence, Portsmouth, and Newport," into one body-politic by the name of "the Incorporation of Providence Plantations in Narraganset Bay in New England."
