Canada is an instructive example because we have some ground for believing that the difference between the English-speaking and French-speaking populations the greater care of the former in procreation and the more recklessly destructive methods of the latter in attaining the same ends are due to their different attitudes towards the use of methods of birth-control.

To understand the practical methods of birth-control, or the control of conception, we must first have a clear view of the processes involved when the reproductive organs are in activity, and of the nature and situation of the sexual organs themselves. The diagrams on pages 34, 35 and 36 show in general outline the reproductive organs of man and woman.

Paradoxical as it may seem, neither voluntary restriction of births, nor famine, nor pestilence, nor war, has much effect in reducing numbers. Birth-control instead of diminishing the population, may only lower the death-rate. France in 1781, with a birth-rate of 39, had much the same net increase as in the years before the war with a birth-rate of 20.

There is not the slightest reason, it declares, to believe that birth-control has had any but a completely negligible influence on population. This is a natural process and fertility is automatically adjusted to the death-rate. Whenever a population reaches a certain stage of civilisation and nervous development its procreativeness, quite apart from any effort of the will, tends to diminish.

It is evident, however, that the other conditions will not remain equal, for no evidence has yet been brought forward to show that birth-control, even when practised without regard to eugenic considerations doubtless the usual rule up to the present has produced any degeneration of the race. On the contrary, the evidence seems to show that it has improved the race.

No single act of self-sacrifice in the history of the birth-control movement has done more to awaken the conscience of the public or to arouse the courage of women, than did Ethel Byrne's deed of uncompromising resentment at the outrage of jailing women who were attempting to disseminate knowledge which would emancipate the motherhood of America.

It is indeed ancient and may even be nearly as old as Man himself. When he slackens that effort, when he allows his attention to be too exclusively drawn to other ends, he suffers, he becomes decadent, he even tends to die out. Primitive eugenics had seldom anything to do with what we call "birth-control." One must not say that it never had.

In fact, the only case that I know of where an Eastern thinker has boldly faced the problem and has courageously advocated birth-control is in the book published five years ago by P. K. Wattal, a native official of the Indian Finance Department, entitled, The Population Problem of India.

Once men clearly understand that every casual connection is a risk of disease, they will certainly tend to run fewer risks. Birth-control applied only by the responsible classes of the community combined with indiscriminate fecundity among the irresponsible masses, must inevitably lead to the lowering of the general average in character, brains and physique.
