The woman who refuses to use contraceptives, but who rejects sex expression except for a few days in the month, is likely to learn too soon the fallacy of her theory as a birth-control method. For a long time the "safe period" was suggested by physicians. It was also the one method of birth control countenanced by the ecclesiastics.

He looks gleefully at China with its prolific women, at Russia with its magnificent birth-rate before the War of nearly 50, at Roumania with its birth-rate of 42, at Chile and Jamaica with nearly 40. No nonsense about birth-control there! No shirking by women of the sacred duties of perpetual maternity! No immoral notions about claims to happiness and desires for culture.

After warning his fellow-countrymen that neither improved methods of agriculture, the growth of industry, nor emigration can afford any real relief to the growing pressure of population on means of subsistence, he notes a few hopeful signs that, despite the hold of religion and custom, the people are beginning to realize the situation and that in certain parts of India there are foreshadowings of birth-control.

The problems of eugenics and of birth-control affect us all. In the face of these problems it is the voice of Man that speaks: "Inasmuch as ye did it not unto the least of these my brethren, ye did it not unto me."

A development of recent times is the rapidly increasing use of what are politely known as birth-control measures. This development is rapidly changing the number of births in the community to a figure below that necessary for the perpetuation of the race. We are not concerned here with the morality or immorality of these measures.

That is a great truth which goes to the heart of the whole complex problem of eugenics and birth-control. As Perrycoste has well argued, biology is altogether against the narrow Individualism which seeks to oppose Collective Individualism.

And the report of the Sanitary Commissioner of Assam for 1913 states: "An important factor in producing the defective birth-rate appears to be due to voluntary limitation of birth." However, these beginnings of birth-control are too local and partial to afford any immediate relief to India's growing over-population. Wider appreciation of the situation and prompt action are needed.

Can anyone knowing the facts ask that we recommend continence as a birth-control measure? Virtually all of the dangers to health involved in absolute continence are involved also in the practice of continence broken only when it is desired to bring a child into the world.
