The benefits conferred on those parts of the country through which they passed have been great and lasting. Mr. Balfour's second contribution to Irish rural development was the creation of the Congested Districts Board in 1891.
Of this ruin Colonel Lloyd has given a very graphic account. Alluding to Mr. Balfour's answer in the House on the 21st of June, to the question put by Mr. Colonel Lloyd disposes of Mr. Balfour's denials to these statements, but at too great length to copy.
Arthur Balfour's plan was the best that could be adopted at the moment. But events have marched rapidly since 1891, and wholly new possibilities in the sphere of Irish economic legislation and administration have been revealed. A new Irish mind has now to be taken into account, and to be made part of any ameliorative Irish policy.
Martin's 'Styles' from a shelf, where that venerable work roosted with Stair's 'Institutions, Dirleton's 'Doubts, Balfour's 'Practiques, and a parcel of old account-books, opened the volume at the article Contract of Marriage, and prepared to make what he called a'sma' minute to prevent parties frae resiling.
Balfour's cause, and what kind of speeches could be there delivered, and what officials could be thus turned out, and who would succeed to their positions. I shall give but the two specimens. It was proposed to approach Simon Fraser, whose testimony, if it could be obtained, would prove certainly fatal to Argyle and Prestongrange. Miller highly approved of the attempt.
In all intense religions it is the poor who are more religious and the rich who are more irreligious. It is certainly so with the creeds and causes that come to a collision in Jerusalem. The great Jewish population throughout the world did hail Mr. Balfour's declaration with something almost of the tribal triumph they might have shown when the Persian conqueror broke the Babylonian bondage.
It was Thede Balfour's first visit to the woods, and he was wild with excitement. Mr. Benedict and Harry gave the strangers a cordial greeting. The night was frosty and crisp, and Jim drew his boat out of the water, and permitted his stores to remain in it through the night. A hearty supper prepared them all for sleep, and Jim led his city friends to Number Ten, to enjoy their camp by themselves.
Then came the year 'Forty-five, which made Scotland to be talked of everywhere; but I never heard it said we had anyway gained by the 'Forty-five. And now we come to this cause of Mr. Balfour's, as you call it. Sheriff Miller tells us historical writers are to date from it, and I would not wonder. It is only my fear they would date from it as a period of calamity and public reproach."
The field began to be now clear; both armies stood, as it were, gazing at one another, only the king, having rallied his foot, seemed inclined to renew the charge, and began to cannonade them, which they could not return, most of their cannon being nailed while they were in our possession, and all the cannoniers killed or fled; and our gunners did execution upon Sir William Balfour's troops for a good while.
This delicate question had been passed over in silence in the first draught of the manifestos which they intended to publish, of the reasons of their gathering in arms; but it had been stirred anew during Balfour's absence, and, to his great vexation, he now found that both parties had opened upon it in full cry, Macbriar, Kettledrummle, and other teachers of the wanderers, being at the very spring-tide of polemical discussion with Peter Poundtext, the indulged pastor of Milnwood's parish, who, it seems, had e'en girded himself with a broadsword, but, ere he was called upon to fight for the good cause of presbytery in the field, was manfully defending his own dogmata in the council.
