The Iákiminskaia, for instance, saw him oftenest as a petty merchant; the Piatnitskaia as a Jewish or Tátar trader; the Basmanaia as a soldier, or petty officer off duty; other quarters as a member of a workingman's artel, a university hanger-on, or a loafer, as the neighborhood demanded.

And though this same Ossip was an artelui, and a director of the artel, his senior co-members bore him no affection, but, rather, looked upon him as a wag or trifler, and treated him as of no importance.

The same thing had happened every year; they had many times omitted to renew their passports till they were overdue, and nobody had ever said anything; but this year they had been taken up and were being kept in prison the second month, as if they were criminals. "We are all masons, and belong to the same artel. We are told that the prison in our government is burnt, but this is not our fault.

The history of "the making of Russia," and of the colonization of Siberia, is a history of the hunting and trading artels or guilds, followed by village communities, and at the present time we find the artel everywhere; among each group of ten to fifty peasants who come from the same village to work at a factory, in all the building trades, among fishermen and hunters, among convicts on their way to and in Siberia, among railway porters, Exchange messengers, Customs House labourers, everywhere in the village industries, which give occupation to 7,000,000 men from top to bottom of the working world, permanent and temporary, for production and consumption under all possible aspects.

A third group of deracinés whom I came across in Serbia was an artel of Rostof engineers. I met a family I had known in Russia. Last time I had seen them it was one evening with their children scampering round a tall Christmas tree on which all the candles were lighted. They were comfortable and capable people, and proud in their way of what they could do and of what they possessed.

Of these, by far the most celebrated is that of the Bank Porters. These men have unlimited opportunities of stealing, and are often entrusted with the guarding or transporting of enormous sums; but the banker has no cause for anxiety, because he knows that if any defalcations occur they will be made good to him by the artel.

On the other hand, whenever the contractor was present he, Ossip, bore himself with humble obsequiousness, and continued to assume a guise of simplicity which none the less did not prevent him, on the advent of each Saturday, from inducing his employer to bestow a pourboire upon the artel.

There was, however, one difference. The father had always shown a leaning towards commercial transactions, rather than the simple practice of his handicraft, and consequently he had usually lived and travelled alone. The sons, on the contrary, confined themselves to their handicrafts, and were always during the working season members of an artel.

Such accidents very rarely happen, and the fact is by no means so extraordinary as many people suppose. The artel, being responsible for the individuals of which it is composed, is very careful in admitting new members, and a man when admitted is closely watched, not only by the regularly constituted office-bearers, but also by all his fellow-members who have an opportunity of observing him.

Fishing is always made by artels in the Ural, the Volga, and all the lakes of Northern Russia. Besides these permanent organizations, there are the simply countless temporary artels, constituted for each special purpose. When ten or twenty peasants come from some locality to a big town, to work as weavers, carpenters, masons, boat-builders, and so on, they always constitute an artel.
